London Councils Unemployed Londoners Research - London Councils is committed to fighting for more resources for London and getting the best possible deal for London's 33 councils. We lobby for local governance for London boroughs, promoting their leadership of local communities and services and arguing for the tools necessary for them to do that job. We also act as a catalyst for effective sharing of practice, knowledge, information and services between boroughs. London Councils' Enterprise, Economy and Skills Policy Team is working with the GLA on the economic recovery. An immediate and pressing issue is the impact of the Covid-19 pandemic on London's labour market. Between March and June 2020, London's claimant count increased by 146% (amounting to over 272,000 people) compared to 107% for the UK . London currently has the highest take-up of furloughed employment than any other region in the country at 17%. Background to the research London Councils is working with the GLA on developing a recovery programme for London, alongside other key stakeholders. This process is overseen by the London Recovery Board, which is establishing a missions-based approach to the recovery. The Board has set out the following Grand Challenge: Restore confidence in the city, minimise the impact on London's communities and build back better the city's economy and society. Nine missions have been identified, covering social and economic recovery. One of these missions is 'Helping Londoners into good work' - Support Londoners into good jobs with a focus on sectors key to London's recovery. London Councils and the GLA are currently undertaking some high-level mapping of current employment and skills provision across the capital. We want to establish whether existing provision is still suitable for the characteristics of London's unemployed population and whether there are gaps in provision for key groups. Likewise, we want to understand the likely change in the scale of demand for employment services - whilst recognising that not all unemployed Londoners would require public support to find another job. The aim of this project is to model the likely volume and characteristics of unemployed Londoners in the short term (from December 2020 to March 2021) and the medium term (up to September 2022) at a pan-London, sub-regional and, wherever possible, borough level. Drilling Rig Audit Services - Independent drilling rig inspection and audit services prior to commencement of the first deep geothermal well at the Eden Project in February/March 2021. . The drilling rig to be inspected is a Bentec 450mt Eurorig that is being supplied by MND Drilling & Services Inc., based in the Czech Republic, through BDF, based in the UK. At the Eden Project site, the rig will be powered by its own diesel generators. A summary of the rig specification is provided in the tender documents. . The rig is currently stacked in MND's yard in the Czech Republic prior to mobilisation to the UK. The mobilisation to the site at the Eden Project is scheduled to commence in late February 2021, with a view to spudding in early March. . EGL require independent verification of the rig's regulatory compliance, equipment operability, inspection regime and suitability for the proposed drilling contract in the UK. The aim is to ensure that rig machinery and equipment meet all functionality, reliability and serviceability criteria. . The inspection must be conducted professionally in accordance with industry standards that are appropriate to, and acceptable in, the UK, as well as to the specific requirements of EGL. The inspections must be undertaken by person(s) with the relevant and appropriate experience and qualifications. . EGL envisage that the rig audit will comprise four elements: --Documentation review (equipment and systems) to check regulatory compliance; --Inspection of...pection; b) Intrusive inspections of the internal parts of specific equipment, including critical measurements and clearance, to ensure equipment is running within recommended tolerances; c) Inspection and verification of rig equipment and systems to ensure compliance with regulatory/ISO/API standards, other relevant international codes of practice, the equipment manufacturer's specifications and recommendations and good engineering practices; d) Function testing, pressure testing, load testing and insulation resistance checks for all critical equipment to verify operability, as required; e) Verification that the equipment has been kept in a safe, maintained and reliable working condition; f) Verification of interactions and dependencies with other equipment that is critical for functionality; g) Verification that the proper safety devices are correctly installed, testing that these function properly and are correctly calibrated to prevent accidents and equipment failures and damage; h) Verification that the rig is compliant with the contractual requirements as provided by EGL; i) Where Non-Conformance Recommendations (NCR) are identified, recommendation of solutions to ensure correct and satisfactory closure of any NCR; j) Witnessing that all Non-Conformance Recommendations have been correctly and satisfactorily completed and closed; k) Production of a full report, including categorised observations, together with the issue of any required certification.
