Harton Staithes, South Shields, Site Investigation - The Homes & Communities Agency are intending to carry our ground investigations on a site in Harton Staithes, South Shields and are seeking to appoint a contractor to carry out ground investigation and soils testing as detailed below: Main works proposed and purpose of this contract The purpose of the Contract is to obtain information on ground and groundwater conditions for the proposed construction activities. The information will be specifically used to: • Confirm the ground profile and determine foundation depths and design parameters for foundation design. • To obtain samples for chemical testing for human health and controlled waters risk assessment. • Assess the previous remedial works on site within the made ground deposits. • To install monitoring equipment to characterise the risk posed by ground gases on the development. Scope of investigation The ground investigation shall comprise a detailed geotechnical and geo-environmental investigation of the ground conditions at the site. The investigation shall comprise the following: • 4No. cable percussive boreholes with rotary follow on – comprising 4No. cable percussive boreholes to rock head (anticipated to be between 7m bgl and 36.5m bgl) with 4No. rotary follow on to 5m below rock head. • 6No. machine excavated trial pits – comprising 6No. to 4.5-5mbgl (ground conditions allowing). • 4No. window samples exploratory holes – comprising 4No. to 5mbgl. • Combined ground gas and groundwater monitoring wells in all four cable percussive boreholes and four window sample exploratory holes. • Geotechnical and chemical testing of selected samples. In situ tests including Standard Penetration Tests and hand vane (HV) will be performed within the exploratory holes. Contractors wishing to tender for this contract must have 3 years of audited accounts showing a minimum annual average turnover of £750,000. The contractor must provide suitably trained workforce and experience/knowledge of works required to be undertaken. The contractor will be responsible for providing their own power, water and welfare to undertake this work. A Public/Product liability insurance of £5 million and Employers Liability Insurance of £10 million must be provided. The contractor must hold or employ persons with valid HSE asbestos license to be able to remove notifiable asbestos (if any). The contract will be let using a Standard Form of Measured Term Contract 2011, with Birmingham City Council amendments. The unit’s role is to support the growth and competitiveness of the UK’s aerospace sector. Other teams from BIS will also be actively involved in this project. The tender exercise is to seek an external advisor to support the work of the BIS Civil Aerospace team, who are responsible for providing risk-sharing investments with the aerospace industry for part-funding the design and development of new aerospace products. This risk-sharing investment is known as Repayable Launch Investment (RLI). The reason for the tender is that the BIS Civil Aerospace team are conducting a review of their investments and an external advisor is desired to provide an outside perspective to the investment portfolio as well as support work being carried out by internal analysts. It is important that BIS receives advice from a firm with specialist knowledge of the aerospace sector so that BIS obtains a qualified independent view that, alongside its own view, can make sound judgements on protecting and getting value for money on its investment. BIS requires the external advisors to provide aircraft market analysis for a range of large commercial aircraft, as well as technical analysis of the performance and competitiveness of these aircraft to support our internal project.
