GB-Chelmsford: High Chelmer MSCP Deck waterproofing and Remedial Works *Duplicated* - Tenders are invited from suitably qualified and experienced contractors to undertake waterproofing works to levels 11, 12 and 13 of High Chelmer multi storey car park, Chelmsford, Essex. In addition it is anticipated that there will also be a need for concrete repairs using specialist repair mortars. The Council is considering both specialist coatings or asphalting as the method of waterproofing and this is reflected in the options summarised below: Option 1 Application of Triflex product over existing planed asphalt surface. Alternative tenders offering products manufactured by Deckmaster or Sika meeting the Triflex specification will also be considered. Option 2 Removal of existing asphalt and replacement with new asphalt wearing course. Return deadline: 17.00 hours on Tuesday 26th May 2015. Award of contract: by 8th June 2015. Start of works on site: Monday 29th June 2015. Contract period: 13 weeks. Contract Award Criteria The following criteria will be used to evaluate tender returns for this project: Alternative 1 Triflex products must be laid by a contractor drawn from Triflex’s approved list of contractors. Evidence of approved status required for contractor or sub-contractor. This alternative will be a pass / fail assessment for tenders submitted for this alternative. Tenderers offering alternative products from other manufacturers such as Sika or Deckmaster must evidence approved status for contractor or sub-contractor. Non approved contractors/sub-contractors will not be considered. Alternative 2 Contractors must be able to evidence previous experience of applying asphalt to multi storey car park decks whilst other parts of the car remain operational. Contractors without this experience will not be considered. Generally Contractors must provide client contact name for any projects undertaken within the last 5 years and any projects currently in progress, giving the date, a brief description of the project, the product(s) used, the value of the project, its duration and whether it was completed within the contract sum and programme, giving explanations for any overspend or delay. Tenders meeting the above requirements will be scored on price (90%) and previous experience (10%).
