Provision of new Intranet - AHDB's current intranet was built almost 10 years ago by an agency as a bespoke offering for the organisation. The content management system it uses is Adobe Contribute, which is now an unsupported package, and holds a labyrinth of content which is no longer easy to navigate with no useful search function. The site itself originally was hosted by the agency but has since been migrated to an Azure environment within the AHDB Digital team who currently have sole responsibility for it. No development has taken place for at least three years, mainly due to the complexity of how the intranet was built and developed. AHDB realises that times have changed since our original intranet was developed for us. We want to fully embrace the ways of a modern workplace and empower our employees to work effectively and collaboratively. An audit recommendation that the current intranet offering was improved has led AHDB to decide to act.

QU320 - Online Mental Health Programme - Phase 2 - Birmingham City Council are seeking an organisation to implement a phase two pilot of an innovative approach to deliver an online collaborative support and recovery programme for 8-25 year olds, that brings families, schools, doctors and practitioners together to build resilience in young people and help them recover quickly from mental health problems. As this is a phase two pilot project, we are looking to commission a provider that already has a developed intervention, digital platform and experience of delivering the intervention at a small scale within primary and secondary schools within Birmingham, we expect within a specific school cluster; and is looking to work with us to expand this across a range of local authority and academy schools within a sub-region of schools in the city to demonstrate transferability, cost effectiveness and sustainability outside of the initial project parameters. The organisation will be expected to work closely with a cluster of South Birmingham Schools to help ensure CYP in danger of exclusion are given the support they need to help reduce exclusions; and to deliver long term benefits for young people experiencing mental health trauma. The provision should be primarily accessed via a digital online platform, and early intervention will enable these young people to receive therapeutic interventions to promote well-being and emotional resilience, before difficulties and problems escalate. There will be an expectation that the organisation will be able to provide timely therapeutic interventions by experienced practitioners, but they will also be able to provide guidance to families to support and improve the home environment, and training to school staff to enable them to support these vulnerable young people within their schools. A key aspect of the programme is that it engages the young person, their parents, and teachers and mentors within their school as key partners in care. We therefore expect the provider to consider how they will engage, train and facilitate support to the types of different schools within the footprint of the phase two pilot and how they assess the feasibility of large-scale sustainable scaling to the 400 schools in Birmingham. This pilot contract will commence on 9th March 2020 and for a duration of 18 months. The Council will be using its free to use e-tendering system (in-tend) for the administration of this procurement process and potential suppliers must register with the system to be able to express an interest. Provision of an online digital crowdfunding platform - Portsmouth City Council ('the council') is inviting quotations from suitably qualified suppliers to provide an online digital crowdfunding platform. 2.1. Crowdfunding allows groups to upload project ideas onto an online platform which can attract funding from a wide range of individual, business and public body supporters, including the City Council utilising its grant funding. The online platform will provide a single point of entry, and each with different criteria, application forms, maximum award values and decision making processes. Challenges of complexity, risks of duplication, lack of consistency and reducing budgets have resulted in a new approach needing to be adopted. The benefits of moving to a crowdfunding model include: i. Funds go further as the City Council will not be the only contributors to a single eligible project and will therefore be able to award grant funding to more projects. ii. Greater visibility for groups on the platform increasing opportunities to secure funds from a range of sources. iii. An opportunity to attract key partners for joint funding. Community initiatives from banks, Solent LEP grants, Princes Trust Funds, etc to encourage activity (e.g. local regeneration, parks, sports and leisure, SME start-up and growth). Local businesses may put funds on the platform as a way to fulfil their corporate social responsibility aspirations. iv. Ease of tracking and monitoring the available requests and the contributions being offered v. Improving awareness of issues that are important to local communities vi. A collaborative approach to problem solving alongside residents, partners agencies and businesses. Portsmouth City Council therefore requires a dedicated, online, digital Portsmouth crowdfunding presence, in order to streamline requests for support for community projects, as well as transform the way the City Council engages with the community.
