Arun District Council - Tree Management System - ADC is seeking to procure and implement a computerised Tree Management System (TMS) to support the management of its tree stock. The intention is for the system to be live by the end of November 2015 and to include a 5 year Support and Maintenance contract with the option to extend this for another 5 years. Outline Requirement ADC is responsible for an estimated 25,000 trees spread across numerous small estate sites, seven formal parks/gardens plus a large housing asset. The Trees and Landscapes function within the Environmental Services Directorate are responsible for the management of this tree stock. Approximately 19,000 trees have also been planted in recent years and these will need to be added to the system in the future. Tree inspections are carried out by in-house Tree Officers and Arun employ a team of Tree Surgeons. External contractors are generally not used. Up to 100 tree inspections can be carried out by each Tree Officer in one day. ADC is considering the option to take on private tree inspections and work in the future so the system should be able to support this. A Tree Liability Review undertaken by Zurich Management Services in June 2014 strongly recommended that ADC procure a Tree Management System to: • Support ADC in proactively and effectively managing its tree asset. • Provide a consistent risk-based approach to the management of trees across all service areas. • Enable proper assessment of the potential risks involved with the tree stock, as well as prove that, even if injury or loss has occurred, the authority has done all that could reasonably be expected. The Budget for this project is circa £10,000 initial cost with maintenance estimated between £1,000 - £2,000 per annum. we are looking to secure a contract around these values.
