Dementia Discovery Fund - Tender for the Appointment of a General Partner - The Department of Health (DH) is releasing an open tender on behalf of the fund to identify an organisation that will establish a general partner (“GP”) to act in such capacity for the fund and is anticipated to outsource investment management duties to an investment manager (“IM”). This document provides guidance to those organisations interested in putting forward proposals to act as the GP. Please note that references to the “General Partner” or “GP” include, where appropriate, the IM, which it is anticipated will be an associate of the GP, will act as a delegate of the GP and who will hold the requisite regulatory permissions to act as the IM of the fund. It should be noted that this is not a UK government tender and the DH is therefore not subject to public procurement rules.

Treasury Management consultancy service and Ad-hoc leasing/asset finance - Knowsley currently has a long term debt portfolio of £118.590m made up of £101.290m in PWLB loans and £17.3m LOBO's with an average rate of debt of approx 4.4%. Current investments held on 31 March 2015 total £73.128m - split between call accounts, money market funds, short term fixed investments and long term deposits. Knowsley also provides a Treasury Management Service for the Police and Crime Commissioner for Merseyside. Therefore, knowledge gained from Knowsley's Treasury Management consultancy service will be used in the day to day running of the Police and Crime Commissioner for Merseyside's treasury functions. Knowsley currently has two external operating leases; both are low in value and relate to schools assets. The Council also has just one finance lease for its Community Information Network, which is due to expire in 15/16. The Council tends to prudentially borrow to fund assets rather than lease but would like to have a leasing advisory service available to them on and ad-hoc basis.
