Heritage Impact Assessment - Newcastle- under- Lyme Borough Local Plan - 1. Newcastle-under-Lyme Borough Council (NuLBC) is currently preparing its new Local Plan. Work on the Local Plan commenced in January 2021 and to date has included public consultation on Issues & Strategic Options in late 2021 / early 2022 and the First Draft Local Plan in July / August 2023. 2. The NuLBC First Draft Local Plan (2023) contained a suite of policies and proposed allocations as part of the consultation document. 3. A suitably qualified and experienced heritage consultant is required to prepare heritage impact assessment for a number of emerging sites in the Council's Local Plan. This will include liaison at key stages with Staffordshire County Council and Historic England at key stages, including agreement of a methodology for undertaking the work.

Local Plan Viability Study - Newcastle-under-Lyme Borough Council (NuLBC) is currently preparing its new Local Plan. Work on the Local Plan commenced in January 2021 and to date has included public consultation on Issues and Strategic Options in late 2021 and early 2022 and the First Draft Local Plan in July and August 2023. The Borough Council is seeking to commission a consultant to update a Plan wide Viability Study of the Local Plan, policies and allocations. The NuLBC First Draft Local Plan (2023) contained a suite of policies and proposed allocations as part of the consultation document. The Council also consulted on three strategic locations, these were sites of scale in the Green Belt where the Council has sought views on the principle of large scale strategic locations but has not given a view on their suitability. The locations of the three strategic locations are at J16 of the M6, one located at Talke and another at Keele. The study area is the Newcastle-under-Lyme Borough Council administrative area. The evidence base in support of the First Draft Local Plan is published on the Borough Council website: - Local plan evidence base - Newcastle-under-Lyme Borough Council (newcastle-staffs.gov.uk) and includes the Local Plan Viability Study (2023) that supported the First Draft Local Plan. The new / updated viability study is expected to make reference to the 2023 Local Plan viability study for context and should be informed by comments made to the First Draft Local Plan, with relevance to viability. The next iteration of the Local Plan will be the final draft version of the Local Plan (at Regulation 19 stage).

GB-Rickmansworth: Integrated Impact Assessment for the TRDC Local Plan - The Council is seeking to commission Consultants to prepare an Integrated Impact Assessment (IIA) that fulfils the requirement for a Habitat Regulations Assessment (HRA), Equalities Impact Assessment (EIA) and Health Impact Assessment (HIA). By taking this integrated approach it avoids the need to undertake and report on separate assessments, seeks to reduce any duplication of assessment work and benefits from a shared understanding of the outputs to inform policy development, particularly to reflect those elements such as climate change, green infrastructure, transport etc which cut across a variety of planning matters. The Council has declared a 'Climate Emergency' and set a target of making its operations net-zero by 2030. The Assessment should have regard to this target, and it is essential that this is fully integrated into the IIA process in order to ensure that the Local Plan helps achieve these targets. Lot 2: Biodiversity Net Gain Support and Unit Reservation What services shall be provided: The contract will cover services that will allow UKPN the ability and the capacity to fulfil their requirements as may be set out under the Town & Country Planning Act 1990, the Environment Act 2021 and any other relevant legislation across the company's operational estate. This may include but is not limited to: • Advice in relation to achieving BNG requirements in relation to planning applications; • Representing UKPN's interests at a local and national policy level in relation to future amendments to the BNG legislation (e.g. amendments to the exemptions regulations, local BNG policy targets etc); • Supporting the planning application process to confirm and ensure BNG delivery; • Identification and management of purchase of 3rd party biodiversity units; and • Support on UKPN's BNG strategy (both in relation planning applications and OFGEM commitments). Lot 3: Highways/Transport Services and Support What services shall be provided: The contract will cover services that will allow UKPN the ability and the capacity to fulfil their requirements as may be set out under the Town & Country Planning Act 1990, the Highways Act 1980 and any other relevant legislation across the company's operational estate. GB-Rickmansworth: Infrastructure Delivery Plan - Proposals, including an indicative timetable, are sought from companies with the relevant experience to conduct an Infrastructure Delivery Plan (IDP) for Three Rivers District Council (TRDC). The study will form one aspect of the evidence base for the Council, assisting in decisions on potential locations for development and the approach taken in connection with reducing the housing shortfall of the Council against its identified housing need. The Council wihses to appoint a suitably qualified consultant to prepare an IDP for TRDC, to support its new Local Plan. The key objectives are as follows: •Update the current position regarding infrastructure provision across the District, highlighting both existing deficits and surpluses and taking into account cross-boundary relationships where appropriate. •Identify the infrastructure requirements to support the level and location of growth identified in the emerging Three Rivers Local Plan. •Support the plan-making process by informing the site selection process through the consideration of provision and delivery options. •Set out an infrastructure trajectory, trigger points, and risks which could undermine delivery. •Identify any key viability issues that could affect infrastructure delivery, and how these could be overcome. •Set out the proposed timing of infrastructure delivery, the delivery partners and indicative costs associated with planned infrastructure provision. •Propose potential solutions to any gaps between committed and required funding. Sandwell Open Spaces Assessment - Sandwell Metropolitan Borough Council wishes to appoint a suitably qualified consultant to undertake an assessment of open spaces within the borough. The assessment will help the Green Spaces Team to understand the current quality of green spaces and will be used by the Planning Policy Team as part of the evidence base for the emerging Sandwell Local Plan. The successful bidder will be appointed at the end of April 2024. The outputs of the commission are expected to be completed in two phases. Quantitative analysis including an analysis of the provision of open space should be complete by late July 2024 (phase 1). The remaining outputs, including an audit of the quality of open space and household survey should be complete by the end of September 2024 (phase 2).
