EOI KMCMP-029 Marsden Masterplan - This Expression of Interest seeks feedback from suitably qualified and experienced consultancy teams in relation to a potential opportunity to support the development of a new Masterplan 'Blueprint' for Marsden. The catalyst for this Blueprint is the planned investment in Marsden through Levelling Up Fund and the TransPennine Route Upgrade. The proposed approach, which was approved by Cabinet on 12 March, will provide a structured framework to identify investment plans and proposals in the town centre over the next decade and beyond. The potential commission will be to lead the development of the Blueprint working closely with the Council and a newly formed Community Partnership.

North Yorkshire Housing and Economic Development Needs Assessment - Tender - As a newly formed unitary authority , North Yorkshire Council is in the very early stages of producing a Local Plan for the area (excluding the North York Moors and Yorkshire Dales National Parks). The commissioning of a HEDNA is a fundamental part of this process; it is required to inform key decisions on the amount, type and location of housing and economic development needed across North Yorkshire. In order to align with the Council's ambitious plan production timetable - Local Plan 'Issues and Options' consultation scheduled for Q4 2024 - it is anticipated that the commission will commence in April 2024 and should take no longer than 6 months to complete. At this stage, it is envisaged that the Local Plan period would run from 2028 to 2045. The specific requirements of the commission are set out in the sections below. Copies of previous similar studies from the former local authority areas and other supporting information, including Authority Monitoring Reports (AMRs), are available on the Council's website . The National Parks and the City of York It should be noted that the North York Moors National Park and the Yorkshire Dales National Park areas are outside the scope of this commission. As agreed with the respective national park planning authorities, their needs should be disaggregated from those of the North Yorkshire Local Plan area. Nevertheless, the authorities should be engaged through the HEDNA process. The importance and influence of the City of York within the wider context of the York and North Yorkshire Combined Authority should also be recognised through the HEDNA. However, at this stage - with the City of York Local Plan in the latter stages of production (currently at Examination in Public) - there is limited scope for joint working. Therefore, it has been agreed that the engagement process should be to ensure consistency and alignment in overall approach rather than to look at any shared needs and/or joint opportunities.

Heritage Impact Assessment - Newcastle- under- Lyme Borough Local Plan - 1. Newcastle-under-Lyme Borough Council (NuLBC) is currently preparing its new Local Plan. Work on the Local Plan commenced in January 2021 and to date has included public consultation on Issues & Strategic Options in late 2021 / early 2022 and the First Draft Local Plan in July / August 2023. 2. The NuLBC First Draft Local Plan (2023) contained a suite of policies and proposed allocations as part of the consultation document. 3. A suitably qualified and experienced heritage consultant is required to prepare heritage impact assessment for a number of emerging sites in the Council's Local Plan. This will include liaison at key stages with Staffordshire County Council and Historic England at key stages, including agreement of a methodology for undertaking the work.

TENDER FOR LIGHTING DESIGN AND INSTALLATION SCHEME AT REMEMBERANCE GARDENS, THE CHURCH OF ST. MARY MAGDALENE, NEWARK - The Council wishes to invite tenders for the supply of works in respect of for the full design and installation of approximately 15 lampposts within the remembrance gardens at the Church of St. Mary Magdalene, Newark. This is to provide suitable and sufficient lighting to the locality, alongside obtaining planning permission and providing a new electricity supply or utilising the existing supply for one CCTV column and the gating off on open area to the gardens in order to enhance the feelings of safety for those using the area and in the immediate vicinity. The aims/objectives/service priorities of this contract are: • Completion of the planning permission application - to include a detailed design and access statement, ecological considerations, listed building considerations, archaeological requirements and any other appropriate requirements to ensure full planning permission is granted. Ensuring that all proposals meet all relevant best practice guidelines for lighting projects. • Completion of any church permission applications as required. • Provide a detailed project timeline to be provided setting out key milestones and delivery targets to ensure completion before 31st March 2025 • Identification of suitable and sufficient contractors (if to be externally sourced) to undertake and deliver any excavations and installation of electrics and related cabling taking into consideration the proximity of historic landmarks and archaeological considerations. • Supply and installation of approximately 15 lampposts as per approved design and planning permission alongside commissioning • Make good all disturbed works within the vicinity. • Provide all installation and testing paperwork and certificates related to the installation of the electricity supply and lampposts. Further information on the requirement and relevant performance standards are available within the Specification. The anticipated contract commencement date is 01 05 2024. The Council proposes to enter one contract for a period of 11 months with the preferred supplier. There is no option to extend as the works must be completed by 31 March 2025 The budget for this contract is £100,000.00 in its entirety (exclusive of VAT).
