S106 Support - Maldon District Council (MDC) wishes to procure legal support to assist the Council in drafting, negotiating and agreeing section 106 agreements for all large scale and strategic planning applications. The Council expects to receive all large scale and strategic applications associated with sites allocated in the Council’s emerging Local Development Plan (LDP) within the next 3 years. This Contract therefore seeks to procure legal support as required for 2 years. The Council is currently in receipt of 12 major applications where legal support is required to complete section 106 agreements. This number of major applications being considered by the Council is expected to continue over the coming months. The commission includes the following key tasks: 1. Drafting site specific section 106 agreements using the Council’s model section 106 agreement, and based on the infrastructure requirements and pooling arrangements set out in the LDP and IDP. 2. Negotiate with the applicants and other parties to seek to maximise the contributions contained with section 106 agreement, and provide advice to the Council to assist the Council in reaching an agreement with applicants. This would include attending two meetings with the applicants and the Council as necessary. 3. Finalise the section 106 agreement on behalf of the Council. PAN0901B - Provision of Employment Land Study for Leicester City Council - Leicester City Council invites Tenders for the provision of consultancy services for an employment land study. The current employment land studies are out of date and new evidence is needed to support the replacement Local Plan. The City Council is therefore seeking a fresh employment land study to inform the new plan which addresses the requirements of the National Planning Policy Framework (NPPF). The Planning Policy Team of Leicester City Council is seeking to commission consultants to complete an Employment Land Study to inform the preparation of its New Local Plan, which completed the Issues and Options stage in February 2015. Bids are invited from suitably qualified and experienced consultants. The findings of the study will form part of the evidence base used to inform the New Local Plan. The study will address the requirements of the National Planning Policy Framework and the National Planning Practice Guidance. This project needs to reflect the new strategy for Leicester, to be the city of choice for large scale inward investment. It is crucial to recognise this new ambition and the current investment interest in Leicester, from blue chip as well as other types of business.
