CEFAS23-149 Request for Quotation for Marine underwater imagery analysis - Background: The survey of Fulmar Berwickshire and North Northumberland Coast SAC was undertaken between 26th June and 29th June 2023.The aims of the survey were to acquire high quality imagery data (video and stills) sufficient to verify the extent and distribution of subtidal 'reef' and 'reef like' features and to characterise macrofauna assemblages and confirm Broad Scale Habitat type. Underwater imagery data was collected at four survey areas within the Berwickshire and North Northumberland Coast SAC. The four survey areas are: • Area 1 - Boulmer • Area 2 - Dunstanburgh Castle • Area 3 - Farne Islands • Area 4 - Holy Island Requirement: Cefas requires a successful supplier to undertake the analysis of seabed imagery (still images and video) collected from the Berwickshire and North Northumberland Coast SAC in 2023. • Analysis will be required to be undertaken as set out in the imagery specification provided for this work ('Berwickshire and North Northumberland Coast SAC_Imagery_Spec', included as part of the Bidder pack) and adhering to the NE Atlantic Marine Biological Analytical Quality Control (NMBAQC) Epibiota interpretation guidelines (Turner et al, 2016). • The online annotation software BIIGLE will be used to annotate video and still images as described in the analysis specification. • Video tows are to be segmented into areas of continuous broadscale seabed habitat type, greater than or equal to 5 m along transect distance. • A minimum of 10% of the videos and stills should be re-analysed for Quality Assurance (QA) purposes by the supplier and reported on. • Any deviation from this methodology should be approved in writing by the Cefas project officer. • The successful supplier will produce an analysis report. • Substrate and taxonomic image reference collections are required. • A start-up meeting will be held with the successful supplier within a week of the contract being awarded. During the start-up meeting Cefas will provide guidance on use of BIIGLE in MPA projects if needed. CEFAS23-137 Request for Quotation for LA-ICP-MS analysis on fish otoliths - Requirement: As part of the "Improving methodology to assess finfish, pelagic, data-limited, and non-quota stocks to inform management advice." project under the WP2.5 "Assessment of otolith microchemistry (e.g., plaice and sole, herring, sprat, sardine and horse mackerel)" Cefas are seeking a suitable supplier to conduct otolith microchemistry analysis via Laser Ablation-Inductively Coupled Plasma-Mass Spectrometer (LA-ICP-MS) for tracing several elements (Li6,Li7, Na23, Mg24, Ca43, Ca44, Mn55, Co59, Cu63, Cu65, Zn66, Rb85, Sr86, Sr87, Sr88, Cd112, Ba138, Ba137, Pb208, Pb207) of the above-mentioned species. For the purpose of the research and quality control, Cefas request the use of specific calibration standards including NIST610, NIST612, NIST614, MACS-1 and, more importantly, otolith-specific standards such as FEBS-1 and Nies 22. We require a continuous transect core-to-edge otolith sampling design for each otolith with the ability to easily isolate the core-only and edge-only transects for specific analysis. Ablation patterns including laser size, length, speed and other variables will be discussed as a species-by-species case. Cefas will be providing samples embedded in glass slides (pelagic species) and in plastic strips (flatfish species). Technical meetings with the WP leader (either via Teams or in presence) will be required for a) the provision of samples to be analysed and b) delivery of data from analysis and return of samples to Cefas. One month time frame will be required for the Cefas WP leader to check the quality of delivered data. The successful supplier is expected to have access to LA-ICP-MS equipment and clear capability to support for the required analysis of the above-mentioned species, including availability for the time needed to run the analysis for each species (previous experience working and handling fish otolith preparations is essential). It is Cefas preference for a supplier to cost for all 3 deliverables however, if capacity does not allow, please cost for the deliverables you are able to meet (either 1,2 & 3, 1 & 2 or 1 & 3). Due to strict deadlines, there is a possibility that the contract may be awarded to two suppliers. Cefas will be responsible for arranging the collection and delivery of samples throughout the project via our preferred courier services. It is the expectation of Cefas that the Supplier/s will abide to our expectations for sample return, which will be discussed at kick off meeting. Data: The results need to be presented as final (including quality controls and technical details on the method), in the form of an Excel file (.csv) providing clear element concentration (calibrated) for each otolith, and ready to be statistically analysed (e.g., no further adjustment against blanks etc.). Daylight/Sunlight Assessments - Vision: Lambeth Council seeks a consultant or consultancy to assess the impact of proposed new development within Lambeth on surrounding properties in respect of the amount of daylight/sunlight they receive, and the daylight/sunlight performance within proposed new development themselves. Planning is a statutory function, and these assessments will support the planning service in upholding the relevant legislation in place. Summary of Scope of Services: - To review daylight/sunlight assessments submitted in planning applications and pre-applications on behalf of the local planning authority (LPA) and to produce professional reports to advise the local planning authority on the acceptability of daylight/sunlight/solar glare impacts of proposed development within the borough and daylight/sunlight performance of proposed development themselves, including: o Assessment and professional recommendations against BRE guidance, national, regional and local policies and guidance and industry standards, and taking account of relevant planning decisions. o Preparation and submission of Environmental Impact Assessments / Environmental Statements. o To attend meetings where necessary. o Modelling of daylight/sunlight impacts from proposed development where necessary. o To attend planning committee and contribute to the officer presentation/committee report (including the production of visual aids such as window maps demonstrating impacts where necessary) and questioning from members where appropriate. Detailed Requirements set out in Appendix F They may also be required to provide subsequent advice should any changes be made to the scheme.
