Developing a practical user-friendly outdoor recreation valuation appraisal tool - To deliver an initial open access1 web based tool for valuation of outdoor recreation in UK for use in a range of practical decision contexts and users. This initial version of the tool (proto-type version 1.0) would allow interactive mapping of recreation sites and in this initial stage of the tool look to develop analytical capability for specific policy questions relating to valuing existing and new recreational sites. It is recognised that further development (beyond this project) would be required to achieve full functionality of the tool over time.

Site condition assessment - WeBS analyses - The primary aim is to develop analysis programmes to interrogate the WeBS database, in order to allow periodic (e.g. every three years) production of data outputs describing changes in bird numbers at SPAs and SSSIs in England, for which WeBS data are available. In order to meet this aim, we expect a report and data files to meet the following objectives: 1. Using the WeBS database, test ‘sensitivity’ of WeBS change metrics developed in the pilot project in order to make firm recommendations to Natural England on the most robust methods to assess changes in bird numbers to deliver information for site condition assessment; 2. Consult with Natural England staff to resolve as many outstanding queries from the pilot project, e.g. issues with citation periods and WeBS data availability, to make comparisons as accurate as possible; 3. Review, develop and test indicators of change for waterbird assemblages using available WeBS data, in order to make firm recommendations to Natural England on the most robust methods to assess changes in assemblages to deliver information for site condition assessment; and 4. Produce up to date assessments of change for the most recently available WeBS data period, factoring in objectives 1 – 3. Depending on available budget, the report should also cover the secondary aims, represented in the additional objectives below. 5. Explore the feasibility of assessing changes based on WeBS data sumamrising ‘bird months’ rather than peak counts, and the resulting effects on assessment of change, in order to provide information for Natural England to consider further; 6. Explore the use of Seabird Monitoring Programme data to investigate the feasibility of a parallel methodology to assess change for SPAs and SSSIs in England supporting breeding seabird features and seabird assemblages; 7. Explore the effects of including / excluding Goose & Swan Monitoring Programme data (as opposed to WeBS data alone) for assessments of site condition in England in order to determine if this is an issue for Natural England.

Provision of Intellectual Property (IP) Management Services for the Animal and Plant Health Agency (APHA) - APHA conducts a large amount of publicly-funded applied research which generates valuable intellectual property (IP) that needs to be protected and exploited. In many cases the IP can be licensed to 3rd parties on a commercial basis to generate income. There are four strands to the work: a) Identification of 3rd parties to which we can licence the IP. b) Negotiation of licences and the drafting of licences. c) Assistance with the negotiation of inward licences when a Defra funded research project needs the use of IP owned by other organisations. d) Working with APHA scientists to identify suitable IP for protection and exploitation. The consultant will provide up to 52 days of IP consultancy during 2015/16.

Prior Information Notice - The appointment of an IT service provider(s) to deliver the University of Manchester's Phased Sourcing strategy. - Background The University of Manchester has recently announced a new IT Services “Phased Sourcing” strategy, under which the University intends to increasingly fulfil new IT requirements using solutions supplied by third parties and delivered “as a service”, rather than building and running solutions in house. The University has recently reviewed its existing IT estate and has defined an IT Strategic Plan intended to replace and modernise systems to ensure that the University’s IT services remain in step with the anticipated needs of students and staff. Execution of the IT strategic plan will require an estimated investment of between £50m and £150m spend over the coming three to five years. Objective The University is now looking to adopt a new IT delivery model, whereby it will contract with a third party IT provider (or potentially more than one provider) capable of delivering the bulk of the anticipated IT Strategic Plan over the years ahead. The selected IT provider(s) will be engaged on the basis of a University of Manchester specific framework agreement. Under this model, the intention is that the University would always retain the right to select other providers for specific technical requirements or in the event that the chosen IT provider(s) does not provide a compelling commercial or service delivery capability.
