Provision of Support on Operating Chemistry Choices for the GDA of UK ABWR - 1) ONR is undertaking a phased Generic Design Assessment (GDA) of the Hitachi General Electric (Hitachi-GE) UK Advanced Boiling Water Reactor (UK ABWR). Hitachi-GE’s submissions to ONR are similarly phased, providing increasing detail and evidence as the design is finalised and the UK regulatory requirements are better understood. 2) Step 3 of GDA of the ABWR design commenced in September 2014. A key part of GDA is for ONR inspectors responsible for assessing the ABWR design to identify areas where timely input from Technical Support Contactors (TSCs) is required to enable GDA to progress to programme, and to ultimately inform ONR’s regulatory decision on the acceptability of the ABWR design, or otherwise, for construction in the UK. ONR have identified that one such area relates to the operating chemistry choice for the primary cooling system of UK ABWR.

Contract for the Provision of a Universal Information and Advice (UIA) - The project is to cover an improvement to the infrastructure and delivery mechanisms for information and advice across Barnsley's health and care landscape. The first phase of the work is concerned with producing a comprehensive UIA strategy representing wide ranging interests and priorities across health and social care. Additional activity in this first phase will begin to address inter-organisational approaches to providing a universal service and providing formative structure to a more cohesive approach going forward. Scope to include: Undertake an information and advice mapping exercise and gap analysis across the whole system. Evaluate impact of previous UIA activity; including consideration of value for money, effectiveness and sustainability Map the information and advice offer of key constituents (e.g. GPs, voluntary sector, public sector, private sector and key stakeholders. Assess extent to which the system can be seen as integrated and fit for purpose; identifying gaps Audit the Local Authority position against the Information and Advice Guidance elements of the Care Act (2014) and identify the gaps (e.g. ensure compliance with what information and advice should be provided) Understand customer experience; identifying relevant gaps and opportunities to respond more effectively to the local population's information needs. Understand digital capability assets (e.g. information kiosks), training and infrastructure; identifying gaps Develop and agree design principles for information and advice provision Provide a detailed blueprint, and associated implementation plan, for the effective development and delivery of enhanced information and advice services. Lambeth - Transforming Our Business By Managing Information - Lambeth Council has an ambitious intention to enable a fully flexible and collaborative workforce in partnership with its citizens and local businesses. This will be delivered within a new physical environment with a planned staff:desk ratio of 10:6 and a physical storage allocation of 0.5 metres per person by 2017. We have non-negotiable plans to downsize significantly over the next 24 and need to help our staff and partners to work in this new environment. One of the key elements in this transformation is ensuring access to appropriate documents at all times and in all locations, through the implementation of a paper-free environment within the council. The council is presently seeking a suitably experienced partner to assist with a time limited exercise to: 1. Document the current situation, 2. Articulate a preferred future state, and 3. Describe the work streams required to achieve this future vision. The following principles have been agreed, and will be used to guide this work: • Location neutral working Staff of the both the Council and appropriate external agencies will be able to access all appropriate documents and management information required to carry out their roles irrespective of physical location. • Minimal paper coming into and exiting the council, no paper within the organization Documents circulated within the council will be in an electronic format. Where paper documents are received by the council they will be transferred to an electronic format at point of entry. Similarly where the council is required to produce paper documents these will be transferred from electronic to paper format at point of exit. All of the foregoing subject to legal and regulatory requirements as appropriate. • Efficiency improvements and cost savings It is essential that the future state releases significant efficiency savings for the council, for example through implementation of workflow processes, and it is anticipated that the council will be seeking a return on investment within 3 years of implementation. The council is not seeking a new technology solution at this stage. Lambeth already has a suite of appropriate technology components that will need to be considered in developing both future vision and recommended work streams, at all times referencing the three principles outlined above. You will be expected to produce a formal report and associated presentation(s) that can be used across the council to explain the agreed future vision and clearly articulate the tasks required to achieve this future state. It is anticipated that the outputs of this work will form the basis of a programme of work that could span some 18 to 24 months. It is anticipated that the council will have discussions with a small number of suppliers, based on initial responses received, before identifying a preferred partner. These discussions are likely to be on 18, 19 and 20 May 2015.

Independent Expert for Major Works Committee - Provide professional support and advice in relation to the issues noted in the report to Lambeth's Cabinet July 2014 and the current and on-going LAP Attending 8 MWC meetings to provide observations and advice on the LAP: tasks, KPIs, progress, performance and outcomes To attend the quarterly meetings of the Tenants’ and Leaseholders’ councils (8) and support residents to understand and engage in the delivery of tasks within the LAP To support the development of a quarterly audit of tasks and outcomes within the LAP To help develop consensus between Residents, Lambeth Living and the Council on the outcomes of LAP SMART targets, by providing the relevant facts and data Scrutinise 9 (nine) Major Works projects/proposals, to assess, for reasonableness and VFM: the need for the works; appropriateness of the technical solution; quality of proposed materials and service delivery against competitive market costs/ standards; and oversee the implementation of the works to ensure that their design and specification is being adhered to and that the specified material and equipment are indeed what the contractor is supplying and installing. Deliverables per project • A technical assessment, confirming (or otherwise) that the works were/are necessary and the solutions appropriate • An independent costing for the proposed/completed works • An assessment of the quality of completed works at key milestones, in relation to VFM A full typed technical report that provides evidence based critical analysis of the original proposals, commenting on suitability of the proposals, quality, omissions, unnecessary proposals, alternative options and other factors that will ensure improved VFM. This report will supersede the original proposals in scope, technical performance and cost where this provides superior VFM A full typed report in plain English that can be understood clearly by residents that explains the technical report and which shows options that may be available and costs A refined report in each of categories (i) and (ii) and a further oral briefing with residents once a more detailed validation survey has been done of those parts of the project which, without special arrangements for access (e.g. scaffold), can only be estimated Specific reports in technical terms and plain English at key performance indicator points and a completion report at the end of each stage of the project confirming that standards of implementation have met the specifications of the project and that work is complete and that the invoicing is correct

Health Impact Assessment Expert - In addition to the standard topics covered in a typical HIA study (Warmth and Comfort, Energy Efficiency , Reductions in heating bills, Safety, Security, Social Costs and Benefits); the Council would like additional key outputs from the Expert, which consists of: (a) In terms of the Older People Sheltered programme, to gauge the additional impact of the adaptions (e.g. wet rooms) that the Council are installing, not only on health in terms of falls avoidance, but also, if possible, on any social care, e.g. any reduction of required home care services, provision of community equipment etc. (b) The stress of the refurbishment process to older people and any indication how this can be minimised. (c) Highlight the links between unemployment and social housing, and the impact of DH and LHS programme on this. (d) How are residents supported in relation to the factors that prevent them from working (e.g. operation of benefits, debt support and the type of support they are offered in relation to employment search and employability)? (e) How many jobs will it create and what opportunities will there be for residents to learn new skills that might help them get on in work? Will living in a decent home make residents any more likely to be in employment? (f) The impact of DH and LHS programme on the wider environment (e.g. for active travel, play, and sports). Can children play safely inside or in front of the house? (g) Is there sufficient protection from air pollution? (h) In terms of traffic accidents, is the area/estate equipped with sufficient crossings into and out of the estate to ensure people can get around easily on foot and bike? (i) The impact of financial security on residents’ mental and physical wellbeing, and the importance of continuing this provision for residents. (j) The HIA to link back to the outcomes in Lambeth Council’s Community Plan

Visioning Vauxhall Cross Development Brief - To create a Visioning Vauxhall Cross Development Brief. The Brief must be created through a co-production process with the local community, groups and stakeholders. Their ideas of how the improved Vauxhall interchange and bus station design, and parts of the district centre generally, could look and feel in terms of commercial and environmental offer must be captured and illustrated in a visual format. Ideas on how the streets and linkages leading from the interchange could be similarly improved must also be captured and visualised. In essence the Brief should principally be a visual and illustrative document, therefore evolving from the text and mapping that predominate in the Vauxhall SPD. It should translate the Vauxhall community’s ideas on how the new bus station, interchange, public spaces, viaduct and district centre streets, junctions and crossings could look and feel through the use of quality imagery and visuals. The imagery and visuals must be supported with text, mapping and plans that demonstrate how the district centre would operate in terms of its public realm and commercial, environmental and night-time economy offer, with movements of pedestrians, cyclists and buses and connectivity of open spaces, parks and to the river front fully considered. The consultant team must be urban design led, and particularly skilled in visual and imagery creation (no verified views expected). Knowledge and understanding of creating high quality public realm environments that interface with commercial uses within a commercial centre and/or transport interchange environment is essential, and some knowledge and understanding of centres and commercial use requirements. Finally, the Tender must set out a strong and professional approach co-production activity with citizens.
