Operation of the 'Go Ultra Low Oxford' On-Street Electric Vehicle Charging Concession - The appointment of a Charge Point Network Operator responsible for network operations of the EV charge point infrastructure installed by Oxford City Council as part of the Go Ultra Low Oxford on-street residential project. Providing vital network operation, management, data gathering and maintenance during the trial and roll-out phases of the project, from 1st February 2017 until 31st March 2021, 4 years 2 months. The selection of a CPNO responsible for all costs related to the operation and management of the charge point network. The network operator will be responsible for ensuring the network operation services are compatible with existing users. Oxford City Council to have no contractual liability for any charge point electrical costs or charges. The CPNO will be solely responsible for management of electrical supply contracts and payments for electricity consumed. The operation of an efficient and effective back office system that will offer and provide accurate usage and performance data. The integration of Open Charge Point Protocol (OCPP) 1.5 compatible hardware from multiple suppliers into the CPNO’s back office system. A CPNO that will enter into an open data agreement with Oxford City Council to provide relevant data that meets the OLEV technical specifications for Charging equipment and the Council’s specified minimum standards. A reliable and robust customer service interface, meeting or exceeding the minimum standards set out by Oxford City Council. The CPNO will provide a customer service that includes a customer telephone helpline and other communication media portals as appropriate. The network operator will be responsible for the collection of payments from customer users of the charge point equipment, in addition the provision of ad hoc access services for publicly accessible charge points. The routine and responsive maintenance of charging point equipment to meet or exceed the requirements of Oxford City Council. The network operator to be responsible for all costs associated with the maintenance of the charging equipment during the whole contract term Oxford City Council to receive a share of profits or a fixed annual fee from CPNO for the duration of the contract. This project relies on the active participation of all of the following parties: • Oxfordshire County Council • Selected Car Club • Supplier/Installer • Concessionaire/Network Operator All communication with the Council must be made via the South East Business Portal (procurement portal). Administration of Disclosure and Barring Services Checks - The DVSA acts as the regulator for Approved Driving Instructors (ADIs) and is seeking to appoint a contractor registered with the Disclosure and Barring Service (DBS) for the administration of disclosures of potential driving instructors (PDIs), existing ADIs and potential driving examiners (DEs) in England, Scotland and Wales. The contract will provide DVSA with: 1. the administration of on-line and paper-based applications for disclosure and barring service checks for PDIs, ADIs and DEs 2. advice to DVSA on DBS policies and procedures, as well as the interpretation of the information contained within disclosures as requested. The contract will be for two years with a potential extension of a further year. DVSA expects to award the contract by 1 March 2017. Estimated value is between £200,000 - £265,000, excluding DBS fee. Indicative volumes are 16,500 enhanced DBS checks a year.

Incubation Support Services to the BEIS Energy Innovation Programme - The Department for Business, Energy & Industrial Strategy (BEIS) is seeking to appoint a contractor for our Incubation Support Services to the department's Energy Innovation Programme. The overarching requirement for this work is the provision of an integrated incubation support service to projects within the BEIS Energy Innovation Programme. Provision of incubation support has been an integral part of past Energy Entrepreneurs Fund (EEF) and has been key to maximising value for money to Government by supporting grant recipients in the deployment of their innovative technologies on a commercial scale. We wish to procure a similar service for the BEIS 2016-2021 Energy Innovation Programme.

UK SBS PS16208 Support for FE Commissioner - As set out in the Governments policy document “Reviewing post 16 education” the Department for Business, Innovation and Skills (BIS) and the Department for Education (DfE) is currently overseeing the review of all FE and Six Form Colleges in England. BIS and DfE are separate Government Departments, reporting ultimately to their respective Ministers who are accountable to Parliament. The reviews themselves are locally steered reviews, overseen by the FE Commissioner and the Sixth Form College Commissioner, and carried out by a combination of expert FE Advisors, and the Skills and Education Funding Agencies through the Joint Area Review Delivery Unit. The reviews report to a local Area Review Steering Group comprising of College Principals and chairs of Governors, Local Economic Partnerships (LEPs), the Regional Schools Commissioner and local authorities. It is the responsibility of the Steering Group to agree and implement review recommendations. Post review, the Transaction Unit is responsible for evaluating and considering applications to the Restructuring Facility. These applications will directly built upon review recommendations. All FE and Six Form Colleges in England are currently being reviewed through the area review process. The overarching objective is to use the process to produce a Further Education infrastructure which: • Comprises of financially sustainable colleges which can reinvest in delivery; • Delivers high quality education and training provision; and • Meets the needs of the local economy. The aim of this exercise is to secure sufficient high-quality personnel to provide additional resource as needed to support the wider work of the restructuring programme in terms of both intervention and assessing the financial implications for government of proposals. This is a flexible resource to support the FE Commission and Deputies and the wider restructuring programme with educational and financial services where needed, recognising the current constraints and demands on the team.

Green deal registration and oversight body - Modification Notice Original description: The objective of this ITT is to procure an oversight body to act on behalf of the DECC Secretary of State to administer the requirements for oversight of the Green Deal, as set out in the Energy Act 2011. This will include the authorisation of participants and monitoring compliance with the Code of Practice. The contractor will also administer the oversight functions in relation to the EPBD accreditation schemes for energy assessors on behalf of the Secretary of State for Communities and Local Government. Description of the modifications This notice is to advise that the original contract has been extended until 30/6/17 (i.e. a total length of 5 years). the cost of the final year of extension was £519,361 (keeping well under under the original adertised maximum budget of £8.7m). Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor: The original ITT stated "The contract will run for three years, with options to extend a further two years, subject to review at the end of year 3 and each subsequent year.". This change is simly to extend the contract for the 5th and final year.
