AT1309 - Local Transport Plan - As the local transport authority (LTA) and highway authority for Luton, the council is required to prepare a Local Transport Plan (LTP). The LTP is a statutory planning document which the council is required to produce in line with the Transport Act 2000 and Local Transport Act 2008. The LTP sets out strategies for improving transport networks, identifies projects for investment and plans how key objectives will be achieved. The LTP is a vital tool to help the council work with stakeholders to strengthen its placemaking role, plan and deliver transport infrastructure and access grant funding. Luton Council is about to embark on the development of its fifth Local Transport Plan (LTP5) and is seeking to appoint a consultant to develop this document and supplementary Integrated Impact Assessment (IIA) and Quantifiable Carbon Reduction (QCR) tool to support this. The council adopted its Local Transport Plan 4 in 2021. Since then, the Department for Transport's Decarbonising Transport Plan set out the requirement that all local transport authorities begin work on updating their local transport plan by the end of this parliament.

North Shields Cultural Quarter mentoring programme (re-tender) - North Tyneside Council wish to engage with one supplier, with a strong knowledge of and experience of working with creative practitioners and organisations across North Tyneside, to deliver bespoke one-to-one and one-to-many mentoring for Cultural & Creative* practitioners and businesses based in North Tyneside. The types of creative practitioners supported could be (but not limited to) social enterprises, limited companies, and freelancers. The service will offer intensive advice and support to anyone considering establishing a Cultural & Creative business or developing their individual practice, as well as those looking to grow or diversify an existing business or creative practice. The budget for the Mentoring programme is £80,000 to deliver between June 2024 to April 2027. ED0289-24 Carbon Action Programme – Decarbonisation Support - East Devon District Council (EDDC) is commissioning a provider to deliver a programme of decarbonisation training and support for businesses and community organisations until March 2025. Support will be delivered which includes on-site carbon surveys, tailor-made carbon action plans, one-to-one support coordination, in-person and online workshops for businesses and community organisations in East Devon. An indicative sum of £207,000 has been allocated to this provision which includes support development costs and those associated with marketing to ensure sufficient support take up. £107,000 has been allocated for businesses and £100,000 has been allocated for community organisations. This programme is funded until March 2025 and so it is important that the Supplier appointed to this programme is able to mobilise quickly to ensure that support commences soon so there is as much time as possible to achieve the necessary outputs.
