Bus Shelter Advertising Contract - North East Lincolnshire Council is procuring a replacement contract to provide and maintain, which includes cleaning, 84 commercial bus shelter sites in North East Lincolnshire. The successful provider must be able to provide all 84 bus shelter sites no later than six months after the contract commencement date, which is the 30th April 2016. At a minimum, the bus shelter types must be provided on a like-for-like basis, and the provider must cover all costs associated with the provision of the bus shelters. 58 of these currently have capacity for advertising. There are two options for bidders to choose to bid for. Option 1 which is the councils preferred option asks the provider to offer a share of the bus shelters with advertising capacity, which the council can use to place or sell advertisements. Option two has this requirement removed. Option 2 submissions will only be evaluated by the council if there are no compliant submissions for option 1. If there are compliant submissions for option 1, the bids for option 2 will be rejected. The council is also asking bidders to consider if they can deliver a desirable requirement which is to clean the council owned bus shelters on a quarterly basis. Submissions that indicate they only want to deliver the desirable requirement, and do not wish to deliver the essential requirements will be deemed non-complaint and will be rejected. The council requires a percentage of the bus shelters with advertising capacity to place or sell advertisements. The duration of the agreement will be 300 months, with the option to extend for a further 2 x 12 month periods. The contract will not be open to other purchasers. This is a concessions contract.
