BT59 - Waste Strategic Review - Westminster City Council's Waste and Cleansing contract provides waste and recycling collections for residents and businesses, street cleansing and other related services such as winter gritting operations. With an annual value of around £57 million, it is one of the biggest contracts within the Council. A programme has been established to review our strategy for the Waste and Cleansing service, including strategic outcomes, and setting a clear direction for service delivery now and in the future. This work is being undertaken in advance of the end of the current contract in September 2027, recognising that this milestone represents an opportunity point to align future delivery requirements to any new strategic direction. The initial phase of the programme requires us to carry out a strategic review of the service. The purpose of the strategic review is to review the Council's Waste and Street Cleansing Service and contractual arrangements, critically compare these arrangements to the marketplace and develop a report that enables the Council to formulate effective options and forward-looking strategies for the service. The scope includes reviewing all of Westminster's Waste and Street Cleansing Services, namely commercial and domestic waste collection and disposal, recycling and street cleansing. There will be an element of resident and business insight. We require an organisation to support with deepening our capacity and understanding of the current service opportunities and challenges in the service and the sector, as well as providing an external perspective to inform the future direction of the service.
