PQ0422 - HRA business planning / development appraisal product - Birmingham City Council (BCC) is the largest local authority landlord in England with over 60,000 properties and over 5,000 leaseholders with an annual budget of circa ?300m and a ten-year investment programme of ?1.7b. Its stock is wide ranging with a mix of general needs housing including houses, bungalows, low-rise flats and maisonettes, mid-rise flats, multi-storey tower blocks, and traditional sheltered housing schemes. A review of the business planning process has identified the need to improve the approach and method that City Housing creates and monitors its HRA financial model, reviews and updates its financial plan, carries out scenario planning and understands the implications of changing assumptions and inputs. The service currently uses a custom-built Excel-based HRA financial model, that is complex, hard to follow, not robust, flexible or user friendly. Is totally dependent on the expertise and knowledge of a limited number of people. The Council requires a new HRA business planning / development appraisal product and the related consultancy support to both set up the product and provide ongoing support in its use and external assurance on any modelling carried out. Tilbury CLLD Final Evaluation and Assessment - The Tilbury Community Led Local Development (CLLD) programme is one of three CLLD programmes operating across the South East Local Enterprise Partnership (SELEP) area. It arose from the commitment in the SELEP ESIF 2014 - 2020 Programme Strategy to allocate ESIF funds for CLLD programmes to support of social inclusion goals. BPSQ 065 - Housing Stock Asset Valuation 2022-2024 - The Council requires a supplier for the provision of Housing Stock Asset Valuations 2022-2024.This contract will be for a period of 2 years commencing 9th January 2023 and expiring 8th January 2025. The Council requires a supplier for the provision of its Housing Stock Asset Valuations for financial reporting purposes for a 2-year programme commencing for the fiscal year 2022/23. This will include a mixture of tenanted residential units of varying ages and character together with various garages. The supplier is required to determine a valuation of the Housing stock assets held by the Council as identified in the Asset Register compiled annually and valued as of 19th February 2023 and each subsequent year for inclusion in the authority's balance sheet in accordance with the Chartered Institute of Public Finance and Accounting (CIPFA) Code of Practice. The supplier will review and give assurance that the values at the end of each financial year (31st March) will be materially correct and if necessary, update any valuations, where the movement is material.
