SS14 101 Creative Services Framework - <b>Background</b> Kent County Council (the Council) is the largest county council in England covering an area of 3,500 square kilometres. It has an annual expenditure of over £900m on goods and services and a population of 1.3m. The Council provides a wide range of personal and strategic services on behalf of its residents, operating in partnership with 12 district councils and 289 parish/town councils. <b>The Opportunity</b> This requirement is for a Creative Services Framework within the Strategic and Corporate Services Directorate. The Council's External Communications Team are looking to implement a Multi-Supplier 'Creative Services Framework' with the purpose of extending the range of creative skills and services available to the Council. The External Communication Team is responsible for planning, developing and delivering a wide range of marketing and communications activities for the Council. By establishing a wider 'Creative Services Framework', the External Communications Team seek to have access to both in-house and external expertise to the Council's benefit. At the same time, it will enable the Council to retain a single consistent voice to customers and residents, and ensure that all messages have maximum impact while being delivered in the most cost-effective way. The Framework will help the team to access the required resources and capacity needed to meet demand in a way that is in keeping with Facing the Challenge and the Councils strategic drive to become a Commissioning Authority. The Framework will be used on a 'call off' basis so suppliers can deliver creative focused projects as and when required. The Services have been divided into Lots. Dartmouth Castle Interpretation Project - The successful Interpretation contractor will be required to prepare and develop the design for the whole of the Interpretive Works, using the Interpretation Plan as a starting point, to full working drawings, in liaison with English Heritage. The Interpretation contractor will be required to manage and co-ordinate the fabrication, construction and installation of the Interpretive Works to an agreed programme. All sub-contracts must be agreed with the Interpretation Manager. The contractor will also be expected to remove the existing interpretation before the new scheme is installed. The Interpretive Works are to be designed, produced and installed under the standard terms and conditions of English Heritage. The firm that enters into the Contract will have the single point responsibility for the design, production and the installation of the Interpretive Works. Design is taken to mean all 3D, 2D, Art-working and Lighting Design. Also included is AV design and production of hardware and software along with access provision (such as intellectual access items, large print etc). Additional works to the site for repair and refurbishment to enable the works should also be included in your scope of works – these can be agreed once the design develops but will need to come out of the total contract value available to you. It will be essential that the contractor liaises with the Interpretation Manager in a timely manner to ensure that any relevant requirements for the exhibition space are taken into account (e.g. sockets, weight-bearing issues, etc).

Tenders are invited from individual organisations or a consortium of organisations working in partnership to deliver the services. Where a consortium approach is proposed, the Lead Supplier will be contracted, tenderers should be clear how the services will be delivered and managed as a whole service. Proposals involving sub-contracting will be considered, however if if this approach is proposed then tenderers should identify how the arrangement will be managed and how they will ensure that the contract conditions are adhered to. The Framework will be let for an initial period of two years; the Framework is estimated to commence 1 April 2015 and expire 31 March 2017. There will be an option to extend the Framework for a further two years in annual increments. The maximum framework duration is four years. Whilst principally for use by Derby City Council, the Framework will also be open for use by Derby Homes, Derby College, The University of Derby and other Derbyshire local authorities (such definition shall include without limitation city, county, unitary, district, borough, parish and other local councils) who will be able to enter in to call off contracts under the Framework Agreement. Derby City Council will be the principal user of the framework, however there maybe occasions when other procurement routes are selected for some specific requirements. There will be no obligation on the other named authorities to use the Framework to enter into call off contracts with the suppliers appointed nor will any guarantee be given as to the quantity or regularity of call off contracts to be made. For these reasons, no guarantees of business value or volume can be given. Suppliers will have to form their own views as to the potential for such an arrangement. Call off contracts from the framework may be related to projects or programmes that are financed by community funds for example Regeneration Projects funded by the European Regional Development Fund or Regional Growth fund.

SMG Interactive Gallery Graphic Designer - We are looking to appoint a graphic design studio to develop the graphics package for our new Interactive Gallery. This will include all 2D interpretive and environmental graphics within the gallery and, subsequently, the creative concept for the marketing campaign that will tie-in with the new gallery's aesthetic. Gallery The new Interactive Gallery will permanently replace the current Launchpad gallery and it will be a ticketed offer. The quality of the design and the overall aesthetic must set it apart from Launchpad and boldly highlight it as a new visitor experience worth paying for. The look and feel of the gallery, and therefore the graphic design, will be elegant, thought provoking and well-crafted, while maintaining the Museum's brand identity. Our principle aims for the graphics package are: Fully integrated graphics solution, working with the 3D spatial design of the gallery and the individual exhibits Clear visual hierarchy across the gallery to enable intuitive navigation Visual language that will last the life-span of the gallery (10 years+) Graphics style guide that can be extended to work for a widespread marketing campaign to attract our target audiences Marketing There is a great advantage to appointing a single graphic design studio to undertake both the gallery design and the marketing campaign.
