Fiche Scanner Contract - We are looking to purchase an automated scanner, Mekel Mach7 to digitise our historic Fiche records. Planning has at least 500,000 Microfiche slides with planning records dating back to 1947. These are scanned and converted to digital copies as required for property searches, but the slides are getting old, and many are deteriorating quite rapidly. Currently the scanner used is a manual one which requires each image to be located by hand, a rectangle drawn arounds the image and then for each image to be scanned individually. There may be around 20 images on each slide, so about 10 million images to scan in total. This is many decades of work. Cornwall Council is the largest planning authority in the Country and as such has more planning records than most other authorities.

Scanning of CYPS (SEND Inclusion & Support) Paper Client Case Files - Business Services have been instructed to digitise client case file paper records as they currently hold over 14,595 files and storage space is limited. New ways of working, such as the hybrid model, requires staff to have instant access to client information, and this is currently unachievable as paper files are located in different rooms within the Education Development Centre. Therefore, the Council will utilise the service provision of a trusted, capable, reliable and responsible provider to enable the case files to be safely and securely digitised. In-house and current contractual options are not viable for this project due to the short timeline for implementation and the sensitive nature of the case files being digitised.

QU492 - Highways Microfiche Scanning - AWARD - The Council requires a supplier for the provision of Microfiche document scanning. Highways have been digitising all of their paper records and have now had approval to scan approximately 30,000 microfiche of both documents and plans that require digitizing and referencing. This will then allow these records to be georeferenced in mapping systems or hyperlinked to records allowing a much wider use of the current records. This contract will be for a period of up to 3 months. The successful provider is required to: o All the microfiche will need to be collected from a specified location in Birmingham. They will need to be scanned according to their type to the appropriate quality and file size. They will also need be referenced according to the referencing used on the microfiche. o It is to be agreed with the contracted supplier how the newly created digital records are supplied. However, this process needs to allow the transfer of these documents to our archive servers as easily as possible. o We require that the completed scanning be returned in batches as our work is ongoing. This will allow us to verify the quality as well as make practical use of the records. Further to this, we require a 'scan-back' service for records that we urgently require as part of our research. o On project completion, we will also require the physical microfiche to be returned to us for permanent storage. The Council will be using its free to use e-tendering system (in-tend) for the administration of this procurement process and potential suppliers must register with the system to be able to express an interest. If you wish to express an interest in this opportunity please click on the following link to access https://in-tendhost.co.uk/birminghamcc/ and submit your details to register.
