Abdominal Aortic Aneurysm (AAA) Screening Services - North of England Commissioning Support (NECS) is managing this procurement process for and on behalf of NHS England (North) Yorkshire & the Humber the (Contracting Authority). The Contracting Authority proposes to commission Abdominal Aortic Aneurysm (AAA) Screening Services in the South Yorkshire and Bassetlaw area and is inviting expressions of interest in this tender opportunity. The basic principles of the Open Procurement route will be followed for this procurement to test the capacity, capability, and technical competence of Tenderers in accordance with The Public Contracts Regulations 2006 (as amended). Regulation 120 of the Public Contracts Regulations 2015 provides for a temporary exemption and saving for certain NHS procurements. Regulation 120 provides that nothing in the Public Contracts Regulations 2015 affects any contract award procedure that relates to the procurement of health care services for the purposes of the NHS within the meaning and scope of the National Health Service (Procurement, Patient Choice and Competition) (No. 2) Regulations 2013(b), that is commenced before 18th April 2016 and any subsequent contract awarded as a result of such a procedure. The current Part B regime of the Public Contracts Regulations 2006 (as amended) and NHS (Procurement, Patient Choice and Competition) (No. 2) Regulations 2013(b) will continue to apply to the commissioning of these services until 18th April 2016. Childrens Continuing Health Care Approved List PIN - Continuing Care is defined in the National Framework for Children and Young People Continuing Care (2010) as 'care that is over and above what can be provided through routine service provision'. It refers to the need for 'tailor made' packages of care, required over an extended period of time for children and young people with complex health needs which arise because of disability, accident or illness (including life limiting or life threatening conditions). Portsmouth City Council is in the process of preparing a tender for providers for families whose children meet the continuing care eligibility threshold to choose more personalised care and provision. Within this arrangement families will be able to choose to have a personal budget and this will in turn offer much greater flexibility to them in arranging care for their children. With effect from October 2014, those children eligible for NHS Continuing Healthcare have a 'right to have' a Personal Health Budget should they choose to and we are strongly embracing the principles of personalisation. A personal health budget allows budget holders to directly purchase their own care or to nominate a third party to hold the budget and employ care staff on their behalf.
