Lowestoft Town Hall Project - Heritage Interpretation Specialist(s) - Lowestoft Town Council seeks interpretation consultant(s) to design and oversee the implementation of a compelling, interactive heritage experience package for the Grade II listed Lowestoft Town Hall, through development and delivery phases (pending funding). This project is a Lowestoft Town Council initiative supported by the National Lottery Heritage Fund, Architectural Heritage Fund, Historic England, Towns Fund and East Suffolk Council. The project will transform the Town Hall into a multifunctioning building that will be in the heart of historic Lowestoft and the Harbour Ward, bringing significant footfall to this deprived area. The building will include a heritage hub, with adjacent gallery, alongside a café and events space. Lowestoft Town Council seeks to appoint consultants to research, design, and oversee the implementation of a compelling and interactive heritage experience package. This will be required to interpret the town's history in a vibrant, interactive, inclusive, engaging and innovative way. The heritage interpretation package will: • set the scene for a non-traditional approach to 'exhibition' design • be fully accessible and inclusive • employ a strong graphic design • incorporate local people's stories • engage target audiences: it must entertain as well as inform • include content that goes beyond traditional interpretation • include heritage interpretation that engages all ages and abilities • offer a range of 'rewards' to visitors, including play, learning, social interaction and reminiscence. Scope of works & timings: To develop the outline interpretation proposals into a fully costed Interpretation Plan. This will be in three parts, the first two to be completed by late Spring 2023. Parts 1 and 2 will focus on the development of the interpretation plan, along with costed designs. Part 3 is dependent on securing stage 2 NLHF funding, and is expected to run from early 2024 to mid 2025. Our maximum budget for Parts 1 & 2 is £47,500 excl VAT to include all expenses; we also seek detailed fee proposals for Part 3, based on an estimated capital cost for manufacture in the region of £375,000. Key outputs are: 1. A detailed and costed Interpretation Plan which identifies and describes the themes and stories that the Town Hall will interpret in order to meet its objectives and achieve outcomes set out within our stage 1 application to the National Lottery Heritage Fund. 2. A scheme proposal to RIBA 3, with associated costs for public display/exhibition spaces, artefacts and materials within the proposed redeveloped building. 3. Detailed designs for manufacture of components, alongside a specification to support the tender for the same. 4. A completed installation at the end of Stage 2 of the project. Evaluation Consultant - Lowestoft Town Hall project - Lowestoft Town Council is seeking an external evaluation consultant to undertake the evaluation for the Lowestoft Town Hall project. This major project will restore a Grade II listed public building, and includes an extensive heritage engagement activity programme. Key outcomes for the project include the economic regeneration of the area. An external evaluator is sought who is experienced in the fields of arts, community, and heritage and evaluating Heritage Fund projects and ideally is familiar with local government processes. The evaluation contract will run for a period of five years, i.e. the lifetime of the delivery project plus three years' live running, and will deliver two 'mid-term' reviews to monitor the programme's progress against its intended outcomes. At the end of the project, a final evaluation report is required that examines the extent to which the vision, aims and outcomes have been achieved, and develops lessons learnt for future programmes. DHSC Continuous Adult Social care (ASC) and Public health Improvement for Local Authorities and Practitioners - The Department of Health and Social Care (the “Authority”) is inviting tenders from suitably experienced and qualified suppliers for the provision of Continuous Adult Social care (ASC) and<br/>Public health Improvement for Local Authorities and Practitioners. The aim of this procurement is to provide a comprehensive, evidence-based programme of support and improvement activity that helps local authorities and practitioners deliver adult social care and public health statutory duties and improve services so that everyone can access high quality care that enables choice, control and independence. The programme will identify the support needs of local authorities and social care practitioners and design and deliver support and improvement activity in response. This support should include the delivery of digital evidence-based best practice materials, practical tools, and training across the adult social care and public health systems that is tailored to a diverse range of national, regional and local needs. The programme offers tailored support to local authorities, where particular needs have been identified through self-assessment or through CQC assurance, and work with the Authority and its other partners to target support and improvement activity to where it is most needed.<br/><br/>The contract shall be initially for a duration of 9 months but may be extended at authority's sole discretion subjected to business approval and funds availability.<br/><br/>This procurement is under the scope of Light-touch regime (LTR) rules of PCR 2015- Regulations 74 to 77.

C23746 - Classical Scrapie in Iceland, a model for prion diseases worldwide (UoN) - The objectives of the project are to: • determine the extent of Prion protein gene (PRNP) variability in Icelandic sheep and predict the effect of specific polymorphisms (PM) on susceptibility/resistance to CS and analyse the prion biodiversity and zoonotic potential of Icelandic CS strains over time • analyse how and where scrapie infectivity remains within the environment and how effective decontamination is in the field • conduct epidemiological analysis of outbreaks to identify risk factors associated with prolonged exposure to CS, and to develop an economic model for CS response. To address these objectives, 4 interactive Work-Packages (WP) were designed. Host Genetics (WP1), Prion Strain Evolution (WP2) and Environmental Factors (WP3) define the key impacts on this multifactorial disease, whilst WP4 utilises all results for Epidemiological Analysis and the development of an economic model. APHA is actively involved in WP2 (Prion Strain Evolution) and WP3 (Environmental factors).
