Solar PV Installation at the Woolwell Centre - Bickleigh Paish Council is looking to achieve Net Zero Carbon in Operation status for their asset the Woolwell Community Centre. It intention is to cover all the electricity usage by the generation and offset the carbon emissions for the gas usage during the year. Monthly energy statements can be provided to support generating the correct proposal. Please request these via parishclerk@bickleigh.gov.uk. The PV array is to cover the area highlighted in yellow (on attached photograph) and we believe should be able to provide a space large enough to provide a circa 60KWP array. Please review and propose the most cost effective and solution focused system even if this means a review of the array size. As gas will remain as the primary heating source for the LTHW heating circuit along with a coil within the hot water cylinder. We are looking to install an Eddie diverter type system to ensure that surplus generated energy is used to heat the hot water prior to export. Note the cylinder will not be installed prior to these works being completed, therefore please allow for a revisit within your offer to set up and connect the diverter. The provision of battery storage must be made to allow a retrofit in the future without having to change any of the equipment provided as part of this initial PV package installation. The proposed future battery and PV inverter location is the first floor AHU plant room. One AHU will be removed prior to works commencing. Prior to the PV installation there will be a new flat roof installed and a structural survey completed once a final proposal has been agreed. The project can be completed during normal working hours although there will need to be a level of coordination between the contractor and the centre manager to ensure that the centre can remain operational during the works. The project will be contracted as a JCT 2016 D&B commercial terms & insurance levels to be agreed between successful contractor and Bickleigh Parish Council. Payment terms will be 30 days end of month. Application to be provided 2 days before the last Thursday of the month. The successful contractor is to develop a programme of work in consultation with the centre manager, provide a full suite of robust RAMS's, and provide support to the council to ensure NGED approve the installation of the system. It is the responsibility to ensure that they allow provision for all tools, equipment, and access requirements to provide a turnkey offer. The council cannot be held liable for any wrong assumptions or miscalculations due to the contractor not completing a site visit. Variations in relation to this will not be considered Upon completion a full O&M manual is to be provided along with system details and manufacture contact details. Allowances should be made for a training and handover period including setting up and performance viewing portal. If you wish to arrange a site visit please email: parishclerk@bickleigh.gov.uk.
