Prior Information Notice - Design, Supply & Installation Solar Photovoltaic (PV) Panel Systems & Associated Equipment - Multi Contractor Framework 2024 - Portsmouth City Council (the Council) is issuing this Prior Information Notice to advise suitable PV installation contractors of the intention to create a new framework for the Supply & Installation Solar Photovoltaic (PV) Panel Systems & Associated Equipment to replace the existing Framework Agreement, which expires in August 2024. The purpose of this PIN is to engage with the market to obtain a better understanding of the level of interest from potential contractors in delivering the associated works. To provide further information on the new framework, the draft version of the Framework Overview and Operational Procedure Document will be made available by the Councils e-sourcing system InTend. Interested Contractors are invited to express their interest and, at their own option, provide feedback on the prosed framework and lotting structure using the correspondence function on Intend. Contractors who express interest during the PIN will be advised when the Contract Notice is published, though the tender opportunity will be open to all suitably experienced contractors when the opportunity is published. Framework Overview Contractors on the new framework will be expected to undertake a range of energy generation works, including the design, supply installation, operation, and maintenance of solar photovoltaic (PV) panel systems and associated equipment, taking on the role of Principal Contractor or sub-contractor to oversee and manage works using a range of either direct labour or through sub-contractors. The Framework will serve as the primary route to procure solar PV, battery storage and electric vehicle charge point (EVCP) installation projects for Portsmouth City Council, with works generally being undertaken to the Councils portfolio of nearly 15,000 social housing properties and 900 corporate assets to help contribute towards the Council's 2030 Net Zero Carbon target. The framework will be split into two lots, to cover lower value higher frequency call offs and higher value more complex packages of works - • Lot 1 - works to the value up to £150K, typically in the region of £20K to £50K. There will be up to 14 contractors on this lot, with a primary tier of 6 contractors and a secondary tier of up to 8 contractors. • Lot 2 - works from £150K, with no upper limit for the works but typically the works will range from £150,000 to £400,000. There will be up to 10 contractors with 5 contractors on the primary tier and up to 5 contractors on the secondary tier. Contractors will be able to apply to either or both tiers of the framework agreement. Projen Holidays Ltd- Solar Panel and Battery System - Watergate Bay Touring Park is an AA 5 Pennant graded park, a David Bellamy Gold Award park, a Visit England 4* park, and a Green Tourism Silver Award park. We are situated four miles north of Newquay, 10 miles south of Padstow, on the B3276 coast road, in beautiful countryside designated by the National Trust as an area of outstanding natural beauty, and only 1/2 mile from the glorious beach of Watergate Bay. The size of the beach guarantees it is never overcrowded. At low tide the beach is two and a half miles long. There are also plenty of rock pools for the children to play in as well as designated safe and life guarded swimming areas in the sea. The pitches on our park consist of non-electric pitches, 6 amp electric pitches (end of July and August only), 10 amp electric pitches, 16 amp electric pitches and super pitches which are equipped with a 16 amp electric supply and mains water/drainage point. Each of these pitches are approximately 9 metres x 9 metres. There are also large 16 amp electric pitches measuring approximately 9 metres deep by 12 metres across as well as extra large pitches measuring 12 by 12 metres. All the 16 amp pitches have grass and hard standing options. We are a camp site that incorporates a waste management protocols and green energy management system. This includes for may years leaving the option of caravan storage to avoid people towing caravans on the road, as well as enabling people to have smaller cars so they do not need to tow caravans. We have installed several solar panel systems over the previous 10 years, as well as more recently EV chargers for our customers. We previously have installed Biomass Wood Pellet boilers to help move away from fossil fuels but due to recent problems with the boilers and new evidence showing they are not as environmentally friendly as first thought, we have had to currently resort back to just using oil boilers. Looking at the near future, we are looking at installing heat pumps to replace the oil boilers when the technology advances enough to cope with the supply and demand we need. We would like to install further solar panel systems but have reached the limit on what our local grid can take. With the previous statements in mind and the local grid limitations, installing battery back up systems to help utilise our current solar generation will help minimise our peak usage of the local grid which would only increase due to the supply needed just for the future heat pumps. Also, the battery storage system will also help with charging of the increasing numbers of Electric cars as due to the nature of our business, the majority of the charging will happen over night when the people are in their tents and caravans asleep. We want our nature reserves to reverberate with the joyful sounds of wildlife, to be havens in which rare species flourish and colourful plants thrive. But we're not just concerned about the space within those boundaries - this work spills out from natures reserves into our conservation on land. We want Cornwall's hedgerows & heathlands, footpaths & farmlands, wildflower meadows & woodlands to burst with wildlife. We want to ensure badgers are vaccinated, to help beavers create new habitats, to make a hole for every hedgehog, and to see choughs remain on our cliffs as well as our crest. Beyond those cliffs lies the ocean, where our marine conservation work at sea is equally urgent. We'd love our waters to be full of vibrant and extraordinary marine life, to provide safety for seals and dolphins to play, to ensure St. Piran's crabs make a permanent home on these shores, and to re-establish sea grass beds which trap carbon and tackle the climate crisis. And we're also interested in people. We want to make sure Cornwall's wildlife and wild places remain a constant source of wonder and wellbeing for everyone. We'd love to see one in four people taking action for nature in Cornwall, in all sorts of ways - whether by petitioning the government to conserve 30% of land and sea by 2030, creating a wildlife pond in their garden, or volunteering on one of our many projects. Supply & Fit of Solar Panel and Batteries for Penderry, Swansea - Pobl Group in collobaration with Sero Energy is working to manage the delivery of the project. This project will aim to tackle fuel poverty, as well as improving the wellbeing of its customers and minimise energy costs across the portfolio of homes in Penderry, Swansea. Bowgie Inn, Crantock Newquay Cornwall, Extension to Existing Solar Panels - Perfectly perched on the West Pentire Headland, overlooking the golden sands of Crantock Beach, near the popular surfing and family destination of Newquay. The Bowgie is the place where you can momentarily escape to a slower pace of life with mind-blowing views and an enviable cliff-top location. The 'Bowgie' which is Cornish for 'cowshed' is one of Cornwall's most well-known and loved pubs, and has one of the most incredible beer gardens in the whole country. Andy Pickles has proudly owned the pub for 50 years, and back in the 1970s, he used to grow potatoes in the field on the cliff edge to make the pub chips! You can still see some of the original features of the old farm building which The Bowgie once was up until the 1950s, and hidden gems and traditional charm can still be seen throughout the pub. Fentenfenna Farm CIC - Solar Panel and Storage Batteries - Fentenfenna Farm was established in 2020 to support Cornwall's rural economy through the provision of space for new entrants into the agri-food sector. The farm has three operating platforms: a rural enterprise hub, a food skills training centre, and a food hub. The goal of the farm is to support micro and small regenerative agri-food enterprises, deliver food skills training, and provide food aid to the community. The Fentenfenna Farm Food Hub exists to contribute towards a resilient food system for Cornwall. It does this in two ways: by providing a food storage and logistics solution for Mid-Cornwall that supports local producers, wholesale customers, and community organisations, and by combining salvaged waste food with organically grown local produce to create high nutrient density products for donation and retail. The Food Hub's primary function is to provide food aid to those most in need by salvaging waste food, packing it, and distributing it to community partners. As part of this exciting venture, we are seeking to install a 50kw solar array, with 24 kw of battery storage to ensure long term financial and energy resilience. Watson-Marlow Limited - Solar Panel - Watson-Marlow have world renowned expertise in peristaltic pump manufacturing and fluid path technologies. A unique offering of supplying our own precision tubing, manufactured in-house. Sterility & cleanliness manufacturing to the highest standard for our tubing, gaskets, flow restrictors & tubing connectors in ISO Class 7 cleanrooms. Our peristaltic pumps have no valves, seals or glands, giving our pumps a unique advantage for ease of maintenance and reliability. Watson-Marlow would very much like to introduce Watson-Marlow's first on-site electricity generation system with rooftop solar arrays. Up until now, all of Watson-Marlow Ltd has been will attaining our energy needs from stationary combustion sources and grid purchased electricity. We have no renewable generators/microgrids of our own. We would like to put one rooftop solar array on our tubing extrusion building, T2, and a second rooftop array on our pump assembly and tubing building, T1. Both buildings are on our estate and are ~40 m apart from one another. We wanted to ensure we were fully prepared for this grant application to give over accurate costing, annual energy production values, carbon savings and proposed timelines for installation. We brought 3 solar installers to site to survey and quote to provide an inclusive turnkey solution. A breakdown of the system is as follows: T2 building: 1. 641 panels 2. Annual energy production = 240,555.84 kWh/annum T1 building: 1. 345 panels 2. Annual energy production = 130,137 kWh/annum Short-term impact - a completed rooftop solar array providing an instant carbon saving and less reliance on the grid. Medium-term impact - certainty over long-term energy pricing and our utilities buying strategy with our broker. Long-term impact - a solar array that will stand the test of time fir 25+ years, knowing that our T1 building was erected in 2005, and T2 in 2009, respectively. Regarding operational impact, we will see very little disruption - we could safely manage contractors atop the roofs during normal operational hours, and only upon commissioning of the solar system to connect to our mains electrical board, shall we require a whole building isolation. This could take place over a weekend as we currently operate 24/5.
