Pre-qualification of Suppliers to Provide Different Categories of Goods and Services for National Scale-up - The purpose of this Supplier Pre-Qualification Questionnaire is to identify and register suppliers possessing exceptional experience, capabilities and capacity to assist the National Numeracy Programme to achieve its national scale-up. Office Solutions - Crown Commercial Service (CCS) were seeking to establish a framework contract with suppliers for the provision of office stationery supplies and electronic office supplies. The suppliers were required to provide the deliverables (eg good and services) to all public sector organisations throughout the United Kingdom including but not limited to; office stationery facility peripherals (janitorial/cleaning products) paper and paper based products electronic office supplies (EOS) office furniture ergonomic products catering products This new Framework contract would have been for a period of 3 (three ) years with an option to extend for one further 12 (twelve) month period. The new Framework contract was to be split into 3 Lots as follows Lot 1 - Office Stationery and Electronic Office Supplies (EOS) (Single Supplier) Lot 2 - Office Stationery and Electronic Office Supplies (EOS) (Multi Supplier) Lot 3 - Electronic Office Supplies (EOS) (Single Supplier) This mandate was to replace the current RM6059 Office Supplies framework, which has two single supplier lots and one multi-supplier lot offering a product range similar to the above. This Agreement would have replaced RM6059 Office Supplies Framework which was awarded April 20 as a 2+1+1 Agreement (Lots 1 & 3 were awarded Sep 20 due to Covid-19) All lots for RM6059 will co-terminate at the same time, 5 April 2024. The full specification is set out in framework Schedule 1 (Specification). The Minister for the Cabinet Office acting through Crown Commercial Service issued a contract notice on 12 July 2023 (Ref: 2023/S 000-020017) to procure the provision of office stationery supplies and electronic office supplies. For the reason set out below Crown Commercial Service has taken the decision to not proceed with this procurement: • On 16 August 2023, CCS issued a notification to the market that the procurement process was paused prior to the submission of tenders. • Following this date an internal review of the framework was undertaken, which has resulted in the decision to remove all single supplier lots. • The policy intent behind this decision is to increase competition, open the market opportunity particularly for Small and Medium Enterprises and thereby drive value for money outcomes for buyers. • The new Office Supplies framework will therefore consist of two multi-supplier lots (Office Stationery Supplies and Electronic Office Supplies) under which buyers will be able to consider calling off contracts via further competition or direct award (as per the framework rules). The dates above indicating contract start date and end date should be ignored as no award has been made pursuant to or in relation to this notice. Notification of the decision not to proceed with this procurement was given on 1st December 2023. CCS intend to issue a new Invitation to Tender to the market on Monday 4 December 2023, which will provide interested bidders with all the information about the new framework and how to bid.

Invitation to Tender for the Global Equality Project Phase II (GEP II) Final Evaluation - WFD is looking for an external evaluator to evaluate the Global Equality Project Phase II, implemented by the Westminster Foundation for Democracy (WFD) and Kaleidoscope Trust (KT), which seeks to enhance the efforts of civil society actors and duty bearers to advance gender equality and LGBT+ inclusion. The programme is funded by the Foreign Commonwealth and Development Office (FCDO) and builds on WFD's and KT's Global Equality Project Phase I (2021-2022) and Commonwealth Equality project (2020-2021). The programme implementation period of GEP II is between August 2022 and March 2023, with the total budget of GBP 869,795. GEP II works with decision-makers and civic actors across 12 countries and territories1 to make progress towards advancing gender equality and LGBT+ inclusion. Programme interventions are based on: 1) Creating greater evidence, capacities, and incentives among government actors and parliamentarians on the social and economic costs of discriminatory regulations and practices 2) Strengthening collaborative relationships between CSOs and political decision-makers and support the flow of reliable information and evidence between them; 3) Deepening civil society policy development and policy advocacy capacities with a view to creating a more conducive environment for positive change in laws, policies, and implementation of social norms. GEP II reports to a Programme Steering Group comprised of WFD and KT representatives as well as to the FCDO via formal reporting mechanisms. Countries across Asia, Africa, the Caribbean and Pacific were selected with multiple factors in mind, including acknowledging the limited timescale of the project. Programme interventions have been designed to factor and capitalise upon existing relationships that WFD and KT already had established in targeted countries, and with already existing movements, to progress towards greater equality. Where these factors did not exist, programme interventions have prioritised developing the evidence base to be used by decision-makers and civic actors to make the case for greater equality, targeting countries where ongoing advocacy and legislative reform has been identified or is currently underway. GEP II has also invested in global products to advance the objectives of the programme and with a view for usage beyond the life cycle of the programme. These include: • An online e-course, adapting WFD's Post-Legislative Scrutiny (PLS) methodology for CSOs • Workshops on the application of Post-Legislative Scrutiny (PLS) by civil society organisations in selected countries • Research on the healthcare accessibility for LGBT+ individuals during the Covid 19 pandemic • The development of a SOGIE-inclusive CEDAW tracker • Animations on intersectionality • Workshops on identifying and working with decision-makers who champion inclusion For further information, please refer to the Invitation to Tender document.
