Mawgan-in-Meneage, Cornwall Recreation Hall Renovation - This is the same ITT as previously advertised with reference CLUP. No budget changes have been made; change is the start and completion dates The parish of Mawgan-in-Meneage is a largely rural area situated to the south of Helston in the Meneage area of the Lizard Peninsula. Mawgan village and the hamlet of Garras are the principal areas of habitation. The parish lies within the Cornwall Area of Outstanding Natural Beauty and the intertidal SSSI touches the parish at Trelowarren Mill. Mawgan-in-Meneage Recreation Hall has been serving Mawgan and its surrounding communities on the Lizard peninsula since 1983 with continuous involvement from the local community and volunteers. The Trustees of the Hall, in collaboration with the Parish Council and with input from the wider community have identified that it requires expansion and modernisation to: i) meet current community user needs; ii) evolve (and future-proof) in line with the needs of a diverse range of community members across generational groups; iii) bring new users into the community to boost local pride and the local economy. The Hall has not been renovated for forty years and has recently suffered damage to its floors and ceilings due to a water tank leak in the roof space. The period when the Hall was out-of-action really highlighted community reliance on the hall as a space to gather, collaborate, share, and celebrate. Without investment in this vital piece of community infrastructure, the hall will continue to deteriorate, and along with it a central community space. This was highlighted as there has been a fall in hall bookings. There is a need to act now to undertake much needed improvements to the community hall infrastructure, this funding will allow current community members' needs to be met and avoid any further deterioration of the building. Physical renovation of the Village Hall will include extending the space by building an extension; enabling disabled access and use; fitting sustainable heating systems; bringing the Hall up to modern technology specifications (e.g. projector system and Wifi); resurfacing the carpark and refitting the kitchen. There will also be some demolition of internal walls, new openings formed within the original structure and reconfiguration and new installation of the toilet facilities to include multi user facilities. The project will consist of the works to renovate the community hall to a good standard including extending the current space, enabling disabled access and use, fitting a sustainable heating system, updating technology to modern specifications, to include a projector system and WIFI, resurfacing the carpark and refitting the kitchen. The project also includes the purchase of items needed within the hall to ensure it has all facilities in place to allow for prolonged community use. We will assess tenders received on a Most Economically Advantageous Tender.

Gantry Works at New City Hall - The new City Hall contains 8 vertical air handling units (AHUs) accessed from the co-working space. At present, temporary scaffolding needs to be erected every time routine maintenance is performed. A permanent solution is required to allow for routine AHU maintenance to take place safely, without additional costs and long lead times being incurred. This permanent solution was not originally envisaged during the original refurbishment works to City Hall due to the unforeseen frequency and cost of assembling temporary structures for maintenance of the AHUs. To address these maintenance issues, a permanent gantry is currently being designed by Architecture 00 with cost consultancy input.

St Newlyn East Village Hall New Roof, Wall Insulation and Refurbishment - St Newlyn East Village Hall is a well loved community building in the centre of our village in Cornwall. The hall was originally opened in 1985 and was wholly financed and built by the villagers after extensive community led fundraising. The hall has been run by volunteers in the community for the community for nearly 40 years and is home to a number of regular user groups - local children and pensioner groups; wheelchair dancing troupe, toddler group, craft, sport and hobby clubs etc. In addition, the hall is the focus of regular annual community events such as our village Feast celebration, Parish Show, local carnival, as well as community commemoration of national events such as the Coronation and Jubilee and of course a great many local family celebrations. The hall also hosts regular local fundraising events, such as music concerts, cream teas, plays, coffee mornings, games evenings etc which are crucial to the survival of local clubs and institutions. The hall is an essential lynchpin of community life and has (and does) play a huge part in bringing our community together. This has been particularly evident since the Coronovirus outbreak and has proved fundamental in building our community resilience and allowing our neighbours to mutually support and problem solve, through what for many, has been the most challenging of times. Our project vision is to nurture an inclusive, vibrant network of local innovators, able to connect, support, problem solve and enable our community to flourish into the future. We will achieve this by developing our existing village hall into a vibrant community hub that acts as a catalyst to attract youth, NHS and wellbeing services into our locality. Our Hall, Our Future will create a versatile, digitally up-to-date work hub suitable for individuals, meetings, conferences, Teams meetings alongside work from home people and students. We will open our doors to attract, welcome, and become a home to, satellite services such as youth, NHS and community wellbeing services allowing local people to reach their potential, nurture ideas, create local leaders and strengthen the foundations of our community. To achieve this we intend to commission the following: a. general refurbishment (Tender CLUP05-01 Ten 1v1) b. thermally insulate the roof (Tender CLUP05-01 Ten 1v1) c. thermally insulate the walls (Tender CLUP05-01 Ten 1v1) d. install solar panels and battery storage and replace the inefficient oil boiler with air source heating. provide community electric vehicle charging ports (Tender CLUP05-02 Ten 2) .
