Replacement of Boiler Plant - The Cedars, Norwich, NR2 2EE - This specification describes the Mechanical services installation for replacing the boiler plant at the Cedars and for carrying out modifications to the heating with in all the Flats Airing Cupboards. The Cedars is a communal heating system serving elderly persons 1 & 2 bedroom flats (40 in total). The building is ground & first floor with modern rear wing flats and communal facilities / flats in the old Victorian front part. The project brief is to replace the heating boilers and make minor modifications to the heating with in the flats airing cupboards. The existing system consists of two 198kilowatt Potterton Derwent gas fired heating boilers located in the central main boiler room with one heating flow & return constant temperature circuit serving the whole complex. It is intended that the mechanical contractor can prepare & make up pipework/equipment as required to keep any shut down to an absolute minimum ensuring the flats have heating and hot water up & running again the same day as the shutdown. Additional hours as necessary should be allowed for in the tender to carry out such a shut down. The successful mechanical contractor shall be working directly as the main contractor to Broadland Housing Association. Scope of Work This specification covers the design, construction arrangements, method of operation, factory testing, supply, delivery, installation, connecting up, on-site, adjusting, balancing, commissioning and setting to work, as appropriate, of all the plant, equipment, apparatus and completed installation to be provided under the mechanical portion of the contract and to the provision of the drawings and documents as further detailed in this specification. F0239 Birmingham City Council Contract for the Provision of Responsive Repairs & Maintenance Services, Gas Servicing, Capital Improvement Work Programmes including Major Adaptations to Council Housing Stock in the North, South, West-Central and East a - Under the Housing Act 1985 and the Landlord and Tenant Act 1985 the Council has statutory obligations to carry out the repairs and maintenance of its housing stock. Therefore, the Contracting Authority - Birmingham City Council (the 'Council') - entered into Competitive Dialogue to appoint service providers to deliver the provision of Responsive Repairs & Maintenance Services, Gas Servicing, Capital Improvement Work Programmes including Major Adaptations to Council House Properties and Garages, in the North, South, West-Central, and East areas of Birmingham. These areas, known as quadrants account for approximately 63,322 properties (excluding garages, communal areas, managed and leaseholder properties but includes 1,103 TMO’s). Under this procurement, the Council was seeking to appoint a minimum of two and a maximum of four contractors to cover the four quadrant areas to carry out the above services. It was not permissible for contractors to be awarded contract areas totalling more than 34,000 properties. The transfer of staff will take place by operation of the Transfer of Undertakings (Protection of Employment) Regulations 2006 (“TUPE”). The contracts were procured using the Competitive Dialogue Procedure and will be for an initial term of four years, with the option to extend for up to two periods of two years each, subject to satisfactory performance and negotiation of satisfactory commercial terms. These contracts do not commit or offer any guarantee to the level of expenditure, changes in the volume of job categories or the volume or mix of work included in the Competitive Dialogue suite of document. There was a mandatory requirement for all successful contractors to adopt and become signatories to all the principles contained in the Birmingham Business Charter for Social Responsibility.
