Security Building Improvements - Design - The security of the site and some of its buildings is very important, the Institute spends some £350k pa on security to protect its staff, visitors, contractors and the Institute’s work. This tender is for a design and build project to improve the security of various containment laboratoies / buildings. These laboratory areas will require hardening to provide a minimum 15 minute delay level. Safety obligations are especially important and we would like a comprehensive ‘Operational Requirement’ process undertaken for all works to ensure compliance to all safety and security requirements. The works will include either or both of the following: 1. Design - Full design of the physical security measures required for the whole periphery of the laboratory or building, including door-sets, substrates, vents, locks, glazing, walls and ceilings, these must be certified to LPS 1175 Security Rating 4 (minimum). - Full design of electronic security measures of these areas, including CCTV, Access Control and Intruder detection, to integrate with existing systems. 2. Supply and Build - Supply and installation of the physical and electronic security design above.

Installation and Maintenance of Access Control System and Maintenance of Intruder Alarms, Access Control & CCTV at Various Torbay Council, TDA and School Properties - The successful applicant will be contracted to install a new TDSI or equivalent open protocol system access control system in the Torbay Council, Town Hall buildings. The work comprises of installing a new access control system utilising existing wiring where possible, and a combination of new Cat 5 wiring and/or the local IP network, utilising existing magnetic locks or installing new as required, interfaced with the fire alarm system. Supply and Installation of Residential Security Equipment - This tender is for the supply and installation of low level security equipment in residential properties, to reduce the risk of burglary. This project is part of a ‘target hardening scheme’ and the successful supplier will be required to assess existing security measures in residential properties, recommend appropriate improvements and subsquently fit additional security measures in order to reduce the number of burglaries due to insecurities. The project will focus on residents living in Withington, Manchester, where a significant proportion of occupants are students and there is a high risk of burglary. The successful contractor will be solely responsible for providing all necessary labour, plant, equipment, software and/or hardware to satisfactorily and safely deliver the goods and services required by this contract. Due to the nature of the work, staff installing security equipment on behalf of the successful tenderer will be required to pass Police Vetting before being allowed to work on the contract.

Perimeter Intruder Dectection System, Colindale - Public Health England has a requirement for the design, supply and installation of a Perimeter Intruder Dectection System to the existing perimeter security fence at their premises in Colindale. The system should be designed, manufactured & installed to ensure the maximum capture rate of 100% of all intrusion attempts (through or over the fence) and provide maximum false alarm resistance to a maximum permitted rate of 1 false activation per 24 hour period across the whole system. The system must be capable of full integration with a PSIM platform (yet to be selected) so open protocols and detailed SDKs are essential. The supplier will be expected to fully cooperate with the PSIM platform supplier to ensure a fully integrated system as part of this tender exercise. Planned and Reactive Maintenance and Repair of Access Control, Security Alarms, CCTV Equipment and Systems - Background to the Requirement The University is seeking to appoint a contractor to provide planned and reactive maintenance and repair to the University’s access control, security alarms, CCTV equipment and systems across both sites in Manchester and Crewe. The scope of the contract includes comprehensive maintenance and repair service of its CCTV, access control and alarm systems in accordance with manufacturer’s guidelines and industry best practice. Any updates or renewals of software licences are included within this contract. Reactive Maintenance and Repair Where a reactive call out is required, the University requires the contractor to be on site within 4-hours in an emergency and within 24-hours for non-emergency calls. This call out service is to be in force 24 hours per day, 7 days per week for the life of the contract. Planned Maintenance and Repair Alongside effective, reactive maintenance and repair, a robust, planned maintenance schedule should be in force, in order to keep all equipment and services running at optimum capacity across the estate, throughout the life of the contract. The minimum frequency of the checks differ between every 6 months, or annually, depending on the equipment’s requirements.
