Market engagement - Gloucestershire EV Charging Services - Gloucestershire County Council is considering letting a contract for electric vehicle charging infrastructure (EVCI) across the County, providing equity of provision to residents, business, and visitors. GCC is seeking information from organisations interested in providing infrastructure and back-office services for the deployment and operation of EV charging infrastructure. Gloucestershire County Council has secured £2.175 M for Phase 2 of its LEVI award and is also prepared to invest £0.5M of GCC capital, a total of £2.675M. Gloucestershire County Council are inviting suppliers to complete a Market Engagement Questionnaire to help determine the level of market interest in bidding for these contracts, and to help us shape our contracts for the deployment of EV charging infrastructure. Completed questionnaires should be on returned via the Council’s e- procurement system by 7th June 2024, 17:00. Electrical Integrator and Cable management System for Shoreside Power at Portsmouth International Port - AWARD - Portsmouth City Council ('the council') is inviting tenders from suitably qualified contractors to provide design, supply (including procurement, fabrication/assembly, factory testing, delivery to site), installation, commissioning and maintenance of the electrical equipment for the high voltage shore power system at Portsmouth International Port (PIP). The awarded contractor will be responsible for the electrical equipment for the high voltage shore power system from the incoming supply at the port boundary to shore connection and CMS. This includes: • Electrical integration of equipment including, but not limited to, shoreside sub-stations, transformers, frequency convertors, switch boards. • Cable management system (CMS) for the vessel connection system, usually comprising, but not limited to connection cabinet, dispenser(s),cables and plug system. The awarded contractor will be responsible for sub-contracting any specialist works, such as CMS. The council is aiming to award two contracts on 19th December 2023 to the preferred bidder: 1. CONTRACT FOR DESIGN, SUPPLY, INSTALLATION ANDCOMMISSIONING OF EQUIPMENT - Value range of £12 - £14m. Following award the contract will start late Dec 2023 /early Jan 2024, with design complete by end of Q1 2024. This will be followed by an 11-month period for manufacture, supply & installation, with a further month for testing &commissioning, completing by 31st March 2025. Contract form will be NEC4 Engineering and Construction Contract (EEC) with Option A. 2. CONTRACT TO PROVIDE ONGOING MAINTENANCE & SERVICINGOF EQUIPMENT - Value is in the range £10,000 - £15,000 per annum. The initial period is for 3 years in the range of £30,000-£45,000. An option to extend for a further 7 years, to a maximum total 10-year term would be in the range of £100,000 - £150,000. Contract form will be NEC 4 Term Service Contract (TSC) with Option A. Electrical Project Works Framework 2024 - Portsmouth City Council (the Council) is inviting tenders from suitably experienced electrical contractors for inclusion onto a multi contractor framework agreement for the delivery of electrical project works within Portsmouth and the surrounding local regional area, taking on the role of Principal Contractor to oversee and manage works using a range of either direct labour or through sub-contractors. The Framework will serve as the primary route to procure electrical projects works for Building Services within PCC, with works generally being undertaken to the Councils property portfolio. The Tender Return deadline is Monday 22nd April 2024 at 12:00. The target date for award of the framework agreement is Monday 17th June 2024 with commencement following on Friday 5th July 2024. The Framework will be established for a period of 4 years. The framework agreement will be established via evaluation of tenders submitted for works on Darwin House, flats 1-45, which comprises of an improvement scheme to a Local Authority block of flats, with an upgrade to the landlord's electrical distribution & lighting (incl controls). The estimated value for the works are - o Electrical Refurbishment Darwin House - Flats 1-45 - ?150K The project will be let to the tendering contractor who achieves the highest score following assessment of submitted bids under a JCT Intermediate Contract 2016. That contractor plus the next ranking contractors up to a maximum total number of 12 will be appointed onto the framework agreement and be split onto a primary and secondary tier of contractors - o A Primary Tier consisting of 6 contractors who will engaged to deliver typical projects in terms of scope, approach, value, etc. o A Secondary Tier consisting of a maximum of 6 further contractors who will be engaged on a contingency basis and / or invited to submit bids for non-standard works in terms of value, approach, type, geographical area, etc. It is anticipated that over the 4-year period up to ?4m of Council projects may be procured through the Framework based upon the agreed maintenance budget for 2024/25 and predicted budgets for future years. In addition to use on Council assets, the Framework may be used by the Council when undertaking projects on behalf of other public sector clients within South Hampshire and the Isle of Wight. Typically, most projects will range from ?10k - ?200k. However, there will be occurrences where project values exceed ?200K. No minimum or maximum project values will be set as whilst the contract value ranges may differ the core work is of a similar nature.
