CPU6090 - Nightly Paid Emergency Accommodation Framework - Nottingham City Council is implementing a Framework for the provision of privately owned short-term furnished rental accommodation, for use as Emergency Accommodation for vulnerable Households (including those who are Homeless) through a Spot/Advance Purchase or Block Booking arrangement, with payment based on a Nightly Rate. Herein, this is referred to within this specification as Nightly Paid Emergency Accommodation (NPEA). The expected outcome is that people who are Homeless (or otherwise vulnerable) are provided with accommodation and the Council is able to fulfil its statutory duties. The framework period is 48 months and the contract is estimated to commence 1 July 2024 and expire 30 June 2028. Further details can be found in the Tender pack.

Temporary Accommodation and Private Rented Sector for Homeless Clients - As part of the Housing Act 1996 and Housing Reduction 2017 the local authority have a statutory duty to provide temporary accommodation in some circumstances. Middlesbrough Council also wants to improve relationships with the private rented sector to create more housing options for those who need it. Middlesbrough Council is seeking to appoint several Providers (Housing Associations, Private Landlords, Lettings Agents, or other capable organisations) with a full range of suitable emergency / temporary accommodation to meet a range of accommodation needs, from one bedroom accommodation for single households up to larger family accommodation. Providers will work closely with the Housing Solutions Team to provide suitable emergency / temporary accommodation for households eligible for temporary accommodation. As part of a new initiative to engage private sector landlords across the Borough to help address the issue of homelessness, Middlesbrough Council would like landlords to agree to a proactive way of working for their properties to be re-let quickly to people who find themselves in urgent housing need. The authority understands that this has been a fast-changing market over recent years and that its response needs to be in line with these changes

Student Accommodation Services - In response to the recent change in guidance regarding the structural integrity of Reinforced Autoclaved Aerated Concrete (RAAC), as provided by Government and the Department for Education (DFE), the University of East Anglia (UEA) has taken appropriate measures by closing all effected campus accommodation buildings, to ensure student safety and welfare. As a result, the UEA has mitigated this situation by sourcing alternative accommodation for effected students, for the duration of the 2023/2024 academic year. Due to a restrictive timescale of 10 days between notification of a change in guidance on 08/09/2023 and the arrival of students to the University campus on 18/09/2023, a contract has been awarded to St.Crispins Operations Limited/YUGO Student (UK) Limited, based within reasonable distance from the university campus, for the lease of up to x 175 rooms, under Regulation 32 (2) (C).
