QU572 - Birmingham Better Mental Health Fund Evaluation - Birmingham City Council (the Council) is seeking for organisations to conduct an evaluation report for our Better Mental Health Fund projects. During the period 2021-2022, the Council received funding from Public Health England (PHE) now known as Office for Health Improvement and Disparities (OHID) to improve the mental health and wellbeing of Birmingham residents by commissioning a portfolio of projects to address the demand for mental health services and tackle inequalities. These projects are varied in terms of their size, target groups and the types of intervention. The Council, as a recipient of this OHID funding, is obligated to submit a local evaluation of the projects that have been commissioned via PHE's Better Mental Health Fund. The evaluation should add to the evidence-base in terms of effective service delivery and inform policy moving forwards, both policy for the Council specifically and as a contribution to policy on a national level. The evaluation should increase understanding of the impact of the Better Mental Health Fund on the mental wellbeing of the Birmingham population. Furthermore, the evaluation should explore the impact of the fund on participants, providers, and provision with the aim of outlining recommendations for the development of future programmes and commissions. Themes of the evaluation are expected to include the impact of the funding on: o Overview of engagement in the projects in data terms (quantitative) o The participants and their experiences, differences made to them and elements of the programme they liked most and why o Providers' views - what worked well and what did not, what they would like to repeat or change etc, has the funding opened created any new opportunities for them or made them think differently to find solutions? o Gaps in provision (from both individuals and providers) o Any specific elements that worked well for different populations/demographics and explanations for this o Sustainability and legacy of projects o Economic evaluation in terms of cost-effectiveness This contract will be for a period of 4 months. CEFAS22-129 Request for Quotation for Marine Underwater Imagery Analysis for Fulmar MCZ - Cefas wishes to commission a contract to undertake the analysis of seabed imagery (still images and video) collected from Fulmar MCZ in 2021. - Analysis will be undertaken as set out in imagery specification provided for this work ('Imagery Spec', included as part of the tender package) and adhering to the NMBAQC Epibiota interpretation guidelines (Turner et al, 2016). - The online annotation software BIIGLE will be used to annotate video and still images as described in the analysis specification. - Video tows are to be segmented into areas of continuous broadscale seabed habitat type greater than or equal to 5m along transect distance. Sea-pen and burrowing megafauna analysis transects will be additionally analysed using frames taken from the video. - A minimum of 10% of the videos and stills should be re-analysed for QA purposes by the contractor and reported on. - An external QA (10% reanalysis) will be undertaken in advance of final data delivery. Following award of the contract, and dependent on the evaluation scores they achieved, unsuccessful bidders may be invited to undertake the independent external QA aspects of this project. Please indicate in your tender if you wish to be considered for this work. - Any deviation from this methodology should be approved in writing by the Cefas project officer. - The successful tenderer will produce an analysis report. - Substrate and taxonomic image reference collections are required - A start-up meeting will be held with the winning tenderer within a week of the contract being awarded. CEFAS22-68 - Request for Quotation for Marine benthic macroinvertebrate sample processing: Orford Inshore 2021 - This contract is for the processing of 54 sediment samples, to extract and identify all biota retained following sieving on a 1.0 mm mesh, as per the NMBAQC guidelines (http://www.nmbaqcs.org/media/1175/nmbaqc-inv-prp-v10-june2010.pdf) detailing extraction and identification protocols. In addition to this there is a requirement to ensure these data are audited as per the NMBAQC Own Samples protocol prior to submission to Cefas (Milner and Hall, 2016). http://www.nmbaqcs.org/media/1665/ownsampleprotocol_v12_ra.pdf. Enumeration, identification and biomassing should be carried out following the NMBAQC Processing Requirement Protocol and Taxonomic Discrimination Protocol. Biomass to species level (wet weight in grams to at least 4 d.p.) is required for all countable taxa. Balances must be serviced annually, and a valid service certificate must be supplied with this tender. From experience, these samples can take up to 10 hours each to process and identified number of taxa per replicate has averaged 65 [A sample species list for the 2012 survey at this site is included in attached documents]. All fauna alive at the time of fixation must be extracted from the sediment, including those within shells and rocks. (CPU 5767) Rural Community Energy Fund Programme Evaluation - The Midlands Net Zero Hub (previously Energy Hub) is seeking consultants with a strong knowledge and experience of evaluating Community Energy projects and local government programmes to provide an independent evaluation of the Rural Community Energy Fund (RCEF) programme delivered by the Midlands Net Zero Hub. The evaluation will review governance and delivery of the programme alongside enabling activities to engage communities and the resulting pipeline of low carbon projects. The study will explore the opportunities, challenges and regional circumstances encountered within the Hub area to provide a nuanced understanding of impact. Funding for this evaluation has been provided by the Department of Business Energy and Industrial Strategy (BEIS). BEIS will be a recipient of the final outputs, along with the Net Zero Hub's Management Board, and findings will be used to inform future programme priorities and direction.
