Rainbow Programme Secure O365 - The Rainbow programme will define a new operating model for NS&I and is a critical priority for the business in order to prepare for, and deliver, the outsourced model post 2025. A secure document management and collaboration platform, entirely separate from the Atos-supported IT infrastructure, is required to facilitate Rainbow programme work. A solution separate from the Atos infrastructure is essential to avoid any potential conflict of interest related to the procurement activity. A secure cloud-hosted Microsoft Office 365 solution is the most effective fit to NS&I's operational requirements and is what has been utilised since the start of the transformation programme. As the Rainbow programme's timescales have been stretched, the provision of this service by the incumbent is still required and so a new contract has been direct awarded for 12 months.

Contract to Supply Footfall Data for Town Centres in England and Wales for the Valuation Office Agency - The Valuation Office Agency (VOA) is competing via the Open Procedure with the intention to appoint a single provider for the provision of footfall data to assist in the preparation of Rateable Values for the 2026 Rating Lists. Please note that it's the intention of the VOA to award a single contract, although it also retains the right to make no award. **** Interested parties must contact VOA mailbox (tenders@voa.gov.uk) quoting ref VOA/2023/064, to obtain an electronic copy of the ITT documentation **** The procurement event will close at 17:00pm on 13/02/2024. The footfall and retail vacancy rates in a particular town centre are traditionally regarded as a measure of the economic health of the location and a contributory factor in the levels of rents paid for retail units in the location. Any changes in footfall or vacancy rates can have a knock on effect to rental values. It is generally acknowledged that footfall is a strong indicator of a location's trading performance, and this has been corroborated by the private sector identifying that town centres, with higher footfall volumes, generate a greater level of spend. This often translates into the levels of rents that are paid for retail outlets, and aids in comparison between streets in a town/city centre, within streets and between town centres. As the Rateable Values determined by the VOA have a direct relationship with the rental value of premises, as at a defined date, it follows that footfall can have a direct comparative relationship between Rateable Values. The VOA needs to acquire suitable footfall data to assist in the preparation of Rateable Values for the 2026 Rating Lists. The dataset that the VOA requires is as follows: - The data should separately cover and identify 100+ town / city centres in England and Wales. For city centres and larger town centres it should be broken down to separately provide data for identified main shopping streets. It would be an advantage if "landmark" shopping streets, such as Oxford Street in London were further broken down into defined geographical sectors. - Initially the data should cover the period from 1st April 2024 to 1st April 2027 and be supplied on an ongoing quarterly basis from the beginning of the contract. - For each centre/street it must provide: • Weekly average footfall by month. • Data to be provided as volumes and year-on-year percentage change. • Data to be provided in Excel spreadsheet format. • There needs to be no restriction against the VOA downloading the data provided, storing it on our own systems and quoting the data at a later date. - Each quarterly Footfall report must: • Detail approach and methodology adopted.

Heritage Site Valuation Survey (Belsay Hall, Castle & Gardens) - AWARD - Introduction 1. Historic England invites organisations to submit tenders for undertaking a data collection for a contingent valuation study focused on Belsay Hall, a historic site based in Northumberland. The target demographic encompasses residents within the Tyne and Wear, County Durham and Northumberland. 2. The primary aim of this study is to quantify the economic and social value attributed by the community to the conservation of heritage sites, with a focus on understanding public perception and willingness to support preservation efforts. 3. Participating organisations are tasked solely with the execution of the survey. The responsibilities exclude the formulation of the questionnaire and the subsequent analysis of collected data, which will be undertaken by Historic England. 4. Historic England will design the questionnaire and then use the data collected to conduct the contingent valuation analysis. 5. The successful bidder will conduct a survey aimed at a representative sample of the aforementioned regions, aiming to capture comprehensive insights into the community's valuation of heritage site preservation. 6. The budget for this project is capped at ?15,000. Proposals will be evaluated based on their ability to deliver within this budget, focusing on the Most Economically Advantageous Tender (MEAT) criteria. 7. Tenders should be submitted by the 13th of March 2024 by 16:00 with the project expected to end by June 30th, 2024. 8.
