Signal Analytics - TfGM operate and maintain all traffic signal assets within Greater Manchester including those within Manchester and TfGM will be delivering the programme of works for MCC funded by the DfT traffic signal maintenance fund. TfGM require a system which is a cloud hosted platform for analysing traffic signal junction performance. This purchase will form part of a programme of works for MCC to improve junction performance and make better use of data as an alternative to ageing assets at traffic signals.

CEFAS22-137 Services for analysis of Electronic Monitoring footage under Clean Catch UK - The Supplier is required to analyse Electronic Monitoring footage for four fishing vessels: Kimberly Jo, Vesta, Radjel and Julie Girl. The footage to be analysed is all footage captured from January 2021 to June 2022. The purpose of this analysis is to validate the skippers self-reporting of wildlife bycatch submitted using the Clean Catch UK app. The software required for the analysis is the Anchorlab Software. The Electronic Monitoring footage has been obtained from Anchorlab Monitoring systems. The raw footage (not analysed) will be uploaded to the system by Cefas staff for analysis once the quotation has been accepted. The analysis to be performed by Anchorlab must include: 1. The details of each haul for all four fishing vessels 2. A footage review for each of the four fishing vessels and by haul at x4 speed. The presence or absence of all megafauna by species or higher taxonomic level possible and number of individuals. 3. A footage review of 20% of the hauls for all four fishing vessels, for all seabird bycatch, by species and number. 4. Provision of images extracted from the footage (in screen shot format) of all wildlife bycatch recorded for Cefas to conduct Quality Assurance analysis. The data output should be in the format of .CSV for data fields and .JPEG images for the image snapshots.

CEFAS22-122 FSS Phytoplankton testing and analysis - Current legislation requires that classified shellfish production areas are monitored for microbiological contamination, marine biotoxins, harmful algae and chemical contamination. This forms part of an official control monitoring programme. In Scotland, Food Standards Scotland (FSS) is the competent authority with responsibility for the implementation and delivery of the Scottish shellfish official control (OC) monitoring programme. Cefas is the laboratory designated by FSS to provide a completely managed, high quality service for the provision of this programme across Scotland. Services delegated to Cefas include co-ordinating the programme, arranging the collection of samples and delivering the required testing, and this in line with relevant national legislation as well as FSS policies and protocols. This opportunity is to appoint a suitable organisation to deliver the water monitoring element of this programme, testing samples to assess concentrations of harmful algae in Scottish classified shellfish production areas, within the context of the FSS OC monitoring programme. The Tenderer will be required to be accredited to ISO17025 standard for the required analyses and must be able to demonstrate compliance against these standards. CEFAS22-129 Contract for Marine Underwater Imagery Analysis for Fulmar MCZ - Cefas wishes to commission a contract to undertake the analysis of seabed imagery (still images and video) collected from Fulmar MCZ in 2021. - Analysis will be undertaken as set out in imagery specification provided for this work ('Imagery Spec', included as part of the tender package) and adhering to the NMBAQC Epibiota interpretation guidelines (Turner et al, 2016). - The online annotation software BIIGLE will be used to annotate video and still images as described in the analysis specification. - Video tows are to be segmented into areas of continuous broadscale seabed habitat type greater than or equal to 5m along transect distance. Sea-pen and burrowing megafauna analysis transects will be additionally analysed using frames taken from the video. - A minimum of 10% of the videos and stills should be re-analysed for QA purposes by the contractor and reported on. - An external QA (10% reanalysis) will be undertaken in advance of final data delivery. Following award of the contract, and dependent on the evaluation scores they achieved, unsuccessful bidders may be invited to undertake the independent external QA aspects of this project. Please indicate in your tender if you wish to be considered for this work. - Any deviation from this methodology should be approved in writing by the Cefas project officer. - The successful tenderer will produce an analysis report. - Substrate and taxonomic image reference collections are required - A start-up meeting will be held with the winning tenderer within a week of the contract being awarded. During the start-up meeting Cefas will provide guidance on use of BIIGLE in MPA projects if needed.
