Provision of Data for the Statistical Business Register and Foreign Direct Investment - Request for Information (RFI) - Provision of Data for the Statistical Business Register, Rough Order of Magnitude (ROM) costs ONS are currently developing a new Statistical Business Register which will replace the current Inter-Departmental Business Register (IDBR) which has been in place for 30 years. The existing system receives group linkage data (based on 50.1% or greater voting share ownership) via large batch files. The new register uses modern technology, and we aim to receive group linkage data based on 10% or greater voting share ownership, and financial data. ONS intends to procure a supply of up-to-date data on the linkages of businesses (legal entities) based on share ownership which is recorded on the IDBR. This should include as a minimum all UK business and their links to both domestic and foreign entities, based on a 10% or greater voting share ownership to capture information on minority control. ONS is also looking to collect certain financial data for these businesses (ideally on an individual company, rather than a consolidated basis). The foreign direct investment team currently receive a number of variables covering business structures, shareholder information and financial data, but going forward, we aim improve our linkage to the SBR to source many of the business variables. Our requirements from the new supplier cover supplementary information to both inform our FDI population and help compile Foreign Affiliate Statistics (FATS). Provision of Commercial Sea Transport Data - About the Office for National Statistics (ONS) ONS is the UK's largest independent producer of official statistics and is the National Statistical Institute for the UK. Formally, it is the executive office of the UK Statistics Authority, a non-Ministerial Department established by the Statistics and Registration Service Act 2007. It is responsible for collecting and publishing statistics related to the economy, population, and society at national, regional, and local levels. ONS plays a leading role in national and international good practice in the production of official statistics. The Requirement The Office for National Statistics (ONS) has a need for reliable, comprehensive, and easy-to-use information about the transport services provided or received by the UK shipping fleet, including any goods purchased during, or to support, the provision of transport. Quarterly and Annual estimates are required broken down by ship type covering: o Passenger revenue collected outside the UK o Freight revenue for transporting goods o Charter receipts from a non-UK company o Charter payments to a non-UK company o Disbursements on bunkers/lubricants o Disbursements on catering, ship stores and other goods o Disbursements on services purchased o Repair and maintenance costs o Ship management fees Disbursements are voyage-related expenses, mainly incurred when ships visit ports. Examples of the types of services purchased to include are: i) Cargo handling ii) Warehousing/storage charges iii) Port dues, pilotage, and towage, iv) Canal dues (Suez, Panama etc.) v) Maintenance of shore establishments abroad vi) Advances made to crews whilst abroad, whether UK nationals or not vii) Other Services such as agency fees/commissions incurred abroad It is essential for the data to be broken down into different ship types for both quarterly and annual data. Examples of ship types to include are: o Container, Bulk carrier, and Other Dry Cargo o Tanker and Liquefied Gas Carrier o Offshore support vessels/non-cargo o Cruise/Passenger ships and Roll-on Roll-off ferries It is essential that the annual data can also be further broken-down by the: o Load and unload country for freight data. o Country the passenger revenue is collected from overseas or the residency of the non-UK passenger for passenger revenue. o Country the disbursement is incurred in regardless of where the payment was made for all disbursements. o Nationality of the company or the country the ship is being chartered to or from for the chartering data. o Number of non-UK vessels managed by UK companies and UK vessels managed by non-UK owners for the ship management fees data. The data will need to be sent in an excel/csv format. The quarterly data will need to be available one month after the quarter has ended and the annual data available five months after the year has ended....
