Specialist Services to Transform Historical Census Volumes into Digital Data - Invitation to Participate (ITP) along with indicative volumes are currently planned for publication here on 29/04/2019. The Authority would like to convert tables of aggregate data from the historical census volumes into digital data. A call-off contract will allow the office for national statistics to focus on the published volumes from the 1961 Census and earlier years, potentially all the way back to 1801. The exact scope for delivery in the first year would be agreed with the supplier on award of the contract. There will be different stages to the work: - automated extraction of data from the census volumes - a mechanism to assign missing values that cannot be extracted using Optical Character Recognition (OCR) - quality assurance to validate the data - supply of fully specified tables in spreadsheet format (e.g. .xls or .csv) In addition to the data, we require high quality digital boundaries at a resolution appropriate for use online/publications at district level (and lower level geographies if possible). District level boundaries have already been created for 1961 as part of an ongoing project so this requirement would be for 1951 and earlier census years only. London Councils Freedom Pass Data Cleansing and Data Management - The London Freedom Pass scheme is managed by London Councils on behalf of Londons 32 Borough councils and the City of London. The Freedom Pass for older and disabled people is funded by the local borough council and gives free travel on most public transport in London 24 hours a day (after 9.30am on most National Rail services within London), including all day at weekends and on public holidays. The pass may also be used to travel on local bus services in the rest of England under the terms of the Concessionary Bus Travel Act 2007. To be eligible for an Older Persons Freedom Pass your sole or prinicpal residence must be in London and you must meet the age requirement. London Councils seeks quotations for a data cleansing and data management service to verify the residency of Freedom Pass holders and to improve quality of data.

National Data Architecture (NDA) - Data Modelling - This requirement is for the ability to use SAP Health's software - called Powerdesigner, to allow the NDA programme to progress with Beta stage work. Powerdesigner is a leader in Data Modelling space, providing conceptual, logical and physical data models. NHS Digital have a complex heterogenous data landscape and we need a tool that can 'make sense' of the data at rest (data models). The tool is used to provide: • Illustrative and textual representations of conceptual, logical and physical data models in the form of normalised ERD's via ERwin for e.g. or Graph, Triple Store, Key Value etc model representations • Linking of models and meta data attributes and referenced modules/DDB's etc. • Cardinality, relationships and constraints between entities & data attributes including keys, uniqueness, references, checks • Relationships of information assets (assets), data attributes which create modules, DDB's or collections (entities) • Catalogue of models, modules, entities, data attribute groups linked, possibly related etc but re-useable • Information about why, how and what entities and data attributes are associated, referenced, linked etc to create modules, DDB's etc • Analytical models etc based upon data models of entities, data attributes The justification, for a single tender action, is that a contract could not be awarded following a procurement in 2017 and that a proof of concept in early 2018 demonstrated that further exploratory work should be conducted before a full requirement can be drafted, allowing for a competitive procurement to be conducted. This Tooling product has unique technical attributes to enable Beta work to be conducted. A Prior Information Notice was published in December 2018 (PIN ref: 2018/S 239-545971) to allow this requirement to be openly competed for any future contract award.

Creation of a Publicly Available Standard for Responsible Innovation (RI PAS) - This is an award notice for a Single Sourcing Action. Creation of a Publicly Available Standard for Responsible Innovation (RI PAS). No such standard currently exists anywhere in the world, so far as we know, which means that companies who want to innovate in a responsible way have no single point of guidance to turn to. This is a particular problem in the case of disruptive emerging technologies, where provision to the market often runs ahead of the regulatory or legislative process. This project will produce such a document and make it available to innovators. We will track its use and, depending upon the value it adds to companies (and society in practice), will accelerate the path to full BS Standard, or ISO Standard.

The Provision of a Data Analytics Solution and Associated Support and Maintenance - This ITT is for the provision of a Data Analytics and Associated Support and Maintenance Contract to the Police and Crime Commissioner for Cheshire (PCC) and the Chief Constable of Cheshire (CC). The continual increasing growth in the use of technology has amplified the amount of data that is available to support criminal investigations. The volume of data available from telecommunications providers, ANPR systems, smart devices and financial data is so great that it is now recognised nationally that it is not feasible to interpret and overlay the various datasets without using purpose-built data analytics tools. The demand for such tools develops with the increase in the volumes and types data available to be analysed. A Data Analytics solution was introduced at Cheshire Constabulary as a pilot in 2016. This pilot has been a success, as a result we are now looking to procure a long term Data Analytics Solution. It is envisaged this will be a three (3) year contract with the option to extend for a further period of up to 24 months (2 x 12 month periods).
