Joint Commissioner Case Study Project - The Government has a clear aim, through the public service transformation agenda to improve service delivery for customers and deliver significant savings. Through several policies and programmes (including Our Place, Delivering Differently; The Transformation Network and the Commissioning Academy ) the Government is supporting local commissioners to design and implement new and innovative commissioning models to demonstrate how these can: 1. Improve outcomes for service users; 2. Unlock value and efficiencies 3. Deliver savings, manage down demand where early interventions may be more effective. 4. Promote localism, decentralised services, and delivery at lower spatial levels, including the neighbourhood level. Commissioners have asked DCLG to share clear and compelling models demonstrating possible commissioning solutions they can apply to achieve the outcomes. DCLG's aim is to demonstrate and share what works from the emerging exemplars of innovative commissioning practice and learning drawn from its combined programmes as a way to inspire and assist other commissioners to consider new options to the models they currently use. DCLG, The Transformation Network and Commissioning Academy have taken this opportunity to commission an independent contractor to produce 20 clear, compelling case studies which will: 1. demonstrate real time examples of current cross-sector service design, commissioning and delivery 2. demonstrate innovative commissioning solutions using a range of different models developed by local commissioners and their partners 3. set out the processes, inputs, outputs and impacts (where these are clearly evidenced with quantitative and qualitative data) associated with those models and how they could be adapted for use by other commissioners. These case studies needed to be completed by the 13 March 2015.

Provision of Support for the Fire Service Emergency Cover (FSEC) Toolkit - The FSEC toolkit is a suite of software that has been developed by Government over the past 10 years to assist FRAs with planning Fire and Rescue Service (FRS) activity, on a cost/benefit basis, and in particular to help them determine local fire prevention, protection and response measures and to allocate resources across the board (financial, manpower, equipment, etc) to those areas under Integrated Risk Management Planning (IRMP). The provision of help-desk support to assist FRAs and DCLG to use and develop the FSEC toolkit. This is a contract extension from Nov 2014 to Mar 2015 to cover the period prior to the services being managed in-house by DCLG from 1 April 2015.

GB-MANCHESTER: Is Britain fairer - Quality Assurance of Evidence Papers - The EHRC has a statutory duty under Section 12 of the equality Act 2006 to monitor progress towards equality and human rights and to report on this progress every five years. The Commission is currently producing ‘Is Britain Fairer?’, an overarching review of equality and human rights in Great Britain, which will be published in in Autumn 2015. The findings of the report will inform the Commission's strategic plan and the equality and human rights priorities of Governments, NGOs, statutory bodies and other stakeholders. This tender is for provision of Quality Assurance of ten evidence papers part of IBF, with particular regards to the interpretation of the evidence within the wider policy context.
