Feasibility Study and Market research - The pavilion stands in the grounds of Swanspool Gardens. These gardens, along with Swanspool House (which is not the subject of this application), were gifted by Mr. F. C. Chamberlain for the enjoyment of the town in 1919. Swanspool Pavilion and Gardens are located within close proximity to the town centre. Although they have this central location, they have a calm and secluded feel, with established trees and sweeping paths around the multiple flower beds. Since 1919, tennis courts, two bowls rinks, a putting course and a pavilion were built in the grounds. Sadly, the putting course has long disappeared, the tennis courts are closed due to disrepair, and only one bowls rink is maintained for use. The town council is seeking to: • restoring the gardens to their former glory • resurfacing the tennis courts, maximizing usage by the community and clubs, • reinstating the putting golf with a more modern adventure golf course by repurposing one of the bowls rink as a key attraction to the gardens and install a café operating from the pavilion. This café would provide a regular income and could operate as a hub for activities in the garden. The café could also provide refreshments for the bowls clubs after their sessions, delivering the much-needed social activity after games. To ensure viability of the café it would also be used to provide catering for meetings and weddings in the hall. The proposal is to offer the café as a commercial let, equipped for café use, would provide a secure monthly income with little resource implications for the Town Council. Before embarking on this work we are seeking to undertake a feasibility study and market assessment aimed at assessing the potential usage of a proposed adventure golf course and café to be sited at Swanspool Pavilion and Gardens. The primary objective is to gather evidence on the demand for these facilities and the likely income from these provisions. Objectives of the Market Research: a. Evaluate the local and regional market demand for adventure golf facilities and café services. b. Identify the target demographic groups likely to utilise the adventure golf course and café. c. Assess competitors in the vicinity offering similar leisure and dining experiences. d. Determine pricing strategies that would maximise revenue while remaining competitive. e. Analyse the feasibility of the project in terms of financial, technical, and management capabilities. f. Identify and mitigate potential project risks. The market research project is expected to commence the week of 17th June 2024. The project is to be completed by Friday 2nd August 2024. Research Services - A Pathway to Ending Child Poverty - Action for Children is a leading children's charity. In the last year, we worked with over 600,000 children, young people and families across more than 500 services, ranging from children's centres and family support to fostering and adoption. Many of those we support are struggling on a low-income. We often hear from frontline staff that families and young people they support can't afford the essentials, that benefit rates are too low, and that rising levels of hardship is getting in the way of service delivery. Poverty harms childhoods and damages children's life chances, but politicians do not have a proper strategy to tackle it. Work is often described as the best route out of poverty, but many of the families we support face complex barriers to employment. We are looking to partner with an economic research consultancy to set out a potential blueprint for change for a future government to meet some ambitious targets on child poverty.

Development of Sandwell's Place Based Strategy - Objectives ? Produce a Place Based Strategy for Sandwell Metropolitan Borough Council for submission to the WMCA by 26 June 2024. Background Aligned to the Single Settlement and West Midlands Combined Authority (WMCA) trailblazer deeper devolution deal, announced in Spring 2023; the WMCA Single Settlement Working Paper, outlined that West Midlands Local Authorities would be required to develop Place Based Strategies - Sandwell Council are now looking to appoint consultancy support to deliver our Place Based Strategy. The 'single settlement' was one of the significant commitments in the West Midlands Combined Authority (WMCA) trailblazer deeper devolution deal announced at the 2023 Spring Budget. In March 2024 the WMCA Board agreed to enter a Single Settlement MoU with Government. At every Spending Review, WMCA will be allocated a single funding settlement for local transport, adult skills, housing and regeneration, local growth and place, and retrofitting buildings (retrofitting is on a pilot basis). This consolidated funding will replace the individual grants the region currently receives from HMG relating to the functions of the single settlement. Where an individual fund is within scope of the single settlement, WMCA and its constituent local authorities will not need to - nor be able to - bid to government for an additional share beyond what we will be directly allocated as part of the Spending Review process. The single settlement represents a significant change to how the region will receive funding from HMG for the relevant functions. It will enable Local Authorities, including Sandwell, to develop place-based strategies, which will set out how the functions of the single settlement, and other sources of public and private investment, will come together in places to drive inclusive economic growth over the long-term. Procurement of a Sustainable Travel Strategy by Lancaster City Council to inform the Development Strategy for the Lancaster District Local Plan Review - When preparing a new Local Plan, the City Council is keen to ensure that the spatial distribution of new development and the delivery of growth to meet the district's housing and employment needs are achieved in a way that emphasises the benefits of supporting and expanding the role of sustainable travel. In the context of Lancaster District, sustainable travel should be defined as a mixture of cycling, walking and public transport (which includes both bus and rail services). To achieve this objective the City Council wishes to advance a development strategy to guide the choice of development locations identified by the new Local Plan that; - Focuses development at locations that take advantage of opportunities offered by existing sustainable travel corridors and transport nodes, in so doing, enabling the enhancement of the quality, safety, reliability, and affordability of these existing assets, and, if additional development opportunities are needed, - Focuses development at locations where new sustainable travel corridors can connect to and enhance the functionality of the existing network of sustainable travel corridors and transport nodes, thereby providing further, and integrated, sustainable travel opportunities for existing and future residents and businesses. To help achieve these ambitions for prioritising sustainable travel the City Council (as local planning authority) is seeking consultancy support for the preparation of a Sustainable Travel Strategy to inform and shape the local plan's development strategy. The Sustainable Travel Strategy should advise how sustainable travel opportunities can be maximised through the spatial distribution of development within the district.
