Case Studies to Understand the Costs and Benefits of CQC to the Providers it Regulates - The Care Quality Commission are committed to being a learning organisation which undertakes evaluation to ensure we deliver on our purpose. A priority of the evaluation programme has been to understand the impact we have, in terms of both costs and benefits. In the last financial year, we worked with an economics consultancy to look at what is possible to achieve in terms of measuring our costs and benefits and developing a framework for doing this. This identified a number of data gaps, particularly around understanding the costs of our regulation to providers and the benefits from our regulation to providers (and ultimately to people using services in terms of better care). In taking forward this work, we have therefore decided to undertake a series of case studies with providers/ services each year to understand our impact on them in terms of both costs and benefits. This tender is for case studies this current financial year but it is anticipated that there will be future tenders for subsequent years, as long as the approach works well this year.

HCC - 06/15 The Provision of a Shared Lives Services - Hertfordshire County Council are currently out to procurement for the provision of a Shared Lives Services. This procurement is an Open (one stage process). Suppliers wishing to take part in this project are invited to “express interest” which will give access to the full procurement documents in the e-tendering system. The Care Quality Commission (‘cqc’) and Shared Lives Plus (formerly naaps) define shared lives as “Shared Lives care offers people an alternative and highly flexible form of accommodation and/or care or support using the Shared Lives carer’s home as a resource. Shared Lives arrangements are set up and supported by Shared Lives schemes and the care and accommodation that people receive is provided by ordinary individuals, couples or families in the local community. People using the service and their Shared Lives Carer enjoy shared activities and life experiences”. Shared Lives is a unique form of regulated adult support, as Shared Lives Carers (slcs) and those who they care for are matched for compatibility using a matching process. They then develop real relationships, with the carer acting as an extended family, enabling someone to access support in the heart of the community in a supportive, family setting. Shared Lives enables people with varying levels of need to live independent lives and have their health and well-being promoted. Shared Lives can also reduce the need for hospital admission and offer alternative provision to supported living and residential care. The Shared Lives scheme in Hertfordshire is currently being used for people with a learning disability aged 18 and over, however, Shared Lives schemes are used across the country for people with a range of disabilities and illnesses, such as older people, young people in transition and people with mental health conditions. The Council are keen for the service in Hertfordshire to be expanded to provide support to these client groups. The Shared Lives scheme is to be commissioned in Hertfordshire and will offer adults with various care needs aged 18+ the opportunity to access support from a slc. The Service Provider will offer long and short term placements, short breaks, emergency/crisis placements and short term placements for people with complex care and support needs. Management and Operation of Hervey Road Playing Field - The Royal Borough of Greenwich wish to establish a partnership with an economic operator to manage and operate Hervey Road Playing Field (site). The Council will provide a new high quality building to provide sports facilities at the site by May 2016. It is the ambition of the council to bring the playing field back into use and be fit for purpose. Consequently, capital funding of £995K has been secured for the restoration of the site.The restoration works will be carried out by the council prior to the preferred bidder being in operation. The site will need to be self-sufficient as no subsidy will be given by the authority. However, the Council will be responsible for the project management and construction of the modular building, MUGA, car park and general field conditions and infrastructure. The successful economic operator is required to manage a high quality, inclusive and accessible community sports facility for Royal Greenwich residents. The playing field will need to offer a wide range of sporting activities for all age ranges and abilities and improve opportunities for people to participate in sport and physical activity. The Council's preferred bidder will therefore, be required to manage the day to day operation of the site once the capital developments have been completed. The day to day operation includes but is not limited to: Grounds maintenance (to include litter picking) Site security Programming the site Cleaning Facility maintenance Café/ social space Site bookings Administration and back office functions, to include financials The Council's desired is the successful operator would deliver the following outcomes: The provision of high quality, inclusive and accessible sports opportunities for all. Fully functional and successful operational management of Hervey Road Playing Field. A sustainable project that will self-fund and provide continuous improvement. Maximise future funding bid opportunities and benefits for RBG and site users. Due to the project time frames it is anticipated that the preferred bidder will be involved with the final layout and design of the field. Restorative Justice Delivery Partner - In March 2014, the Office of the Police & Crime Commissioner (OPCC) produced a mapping exercise of restorative justice provisions available across Merseyside. The mapping exercise found specific gaps in terms of public and third sector provisions for victim led restorative justice. There was also a notable absence of a pan-Merseyside restorative justice service, meaning some areas were not provided for. This contract is intended to breach the gaps identified.

GB-Leicester: Independent Advocacy Service for People with Mental Health Issues Targeting the African, African Caribbean & Asian Communities - The Council is seeking a provider of Independent Advocacy Support who can meet the specific needs of those with Mental Health issues from within the African, African Caribbean and Asian communities in order to ensure customers are supported by workers with the relevant skills and experience whilst at the same time, supporting the Council to understand the impact of the Care Act in relation to advocacy provision for this group. The proposed Contract will be for seven months with an option to extend for a further period of 5 months and it is anticipated to award to a single Contractor. The delivery of an Independent Advocacy Service to adults (aged 18+) and older people, plus young people in transition (people preparing for adulthood) resident in Leicester City who are vulnerable, disabled or have complex needs and who receive, are being assessed for, or are entitled to receive services from the Council’s Adult Social Care department. The service will be provided to eligible adults who advocacy need support to enable them to be heard, to secure their rights and get services they need.
