Business Support Consultancy Framework 2024 - Liverpool City Region has been awarded UK Shared Prosperity Fund (UKSP) for 2022-2025. UKSPF is a key UK Government funding source to support the levelling up agenda. It replaces European Structural and Investment Funding (ESIF) for regeneration, employment and skills. As one of the six districts that make up the Liverpool City Region, Sefton Council has committed a proportion of its UKSPF allocation to Place Based Business Support until 31 March 2025. Business Growth & Investment is one of the four key strategic objectives of the Sefton Economic Strategic Plan. InvestSefton, the Council's business support and inward investment service, currently deliver the UKSPF Business Support programme in Sefton through a team of business advisers and officers. The Council is seeking to supplement this core service with demand-led specialist consultancy support.

Leeds Relational Practice Dynamic Purchasing System (DPS) - The Leeds City Council Relational Practice Centre (LRPC) works with local authorities across England to share our restorative practice based organisational development, social work practice and improvement strategies. The Council is seeking to appoint independent consultants, predominantly social work professionals, to work with the LRPC lead to review working practices within these local authorities to develop and support improvement programmes using the successful Leeds approach to innovation and service design. A Dynamic Purchasing System (DPS) will provide the Council with a pool of suitably qualified and experienced consultants to work with the Programme Director to deliver a programme or package of organisational review/practice improvement with around 5-10 local authorities per year through the SFPC programme, and 3-6 other local authorities who are not part of the SFPC but contract with LCC for service improvement support. This DPS is being extended.

Enable Review - The Enable Review is required to be completed prior to the end of term of the PFCC and its transfer to the Mayoral Authority. The Assistant Chief Officer of Enable has identified with the Chief Officer team of NYP and NYFRS the requirement to do this review to identify where continuous improvements can be made to the services delivered by Enable North Yorkshire and to focus on future delivery of services. To review EnableNY to ensure that the delivery of support services to enable operational business to be as efficient and effective as possible and deliver the outcome to all organisations. The review will include consideration of service catalogues, associated service levels and the proposition of collaborative models that would improve service delivery. The review will deliver an interim report to senior stakeholders in mid March 2024 and the final report with options by the end of April 2024.
