Development of Income Generation Strategy - To develop an overarching income generation strategy that will enable SDNPA to diversify its sources of income and create a long term and sustainable fund raising programme. The fund raising programme needs to be developed in detail and should include a corresponding implementation plan to begin during 2015-16. Lead times to develop the strategy should be clearly stated. Specifically the strategy should: • Deliver a full situational analysis of the Authority from an income generation and fundraising perspective. • Recommend the main fund raising opportunities for the organisation and, where appropriate, key partners and set out how to harness these. • Give clear indication of priorities i.e. where the quickest wins lie and corresponding timeline. • Recommend the appropriate skill sets required to deliver the strategy. • Provide an assessment of the likely income forecast including consideration of risks.

Appointment of a Consultant Cheltenham Business Partnership Manager - Cheltenham Business Partnership is a partnership of local business leaders and the Council. It is funded through contributions of its members and run by a Board comprising funding partners. The Council holds its accounts and manages any contractual arrangements. It has been in existence for over 10 years and a Business Partnership Manager managed its day-to-day operation until his retirement in 2014. At that point, the Partnership was considering whether to promote a Business Improvement District (BID). https://www.gov.uk/business-improvement-districts This gave an element of uncertainty to its future and the Partnership was reluctant to commit to employment of a Manager preferring to use its funds to bring in a consultant with the necessary expertise to cover this role pending a more permanent decision on its future. A consultant was employed covering the period when a Feasibility Study was undertaken to inform decisions about the BID. The Study has been submitted and the Partnership has decided to move towards a BID vote in February 2016. As a consequence the Partnership has decided to appoint a Consultant Manager up to the anticipated BID establishment date of 27 May 2016. By this time, the partnership will have made a decision about its future existence and purpose and the need to employ a permanent Manager.

Technical on-site audits of HHCRO gas boilers at domestic premises - The aim of the technical on-site gas boiler audit is to investigate whether supply chain operatives are correctly assessing and reporting on the classification of boilers which are to be repaired or replaced (as appropriate) under ECO's Home Heating Cost Reduction Obligation (HHCRO). Boiler measures in HHCRO can either be 'qualifying boilers' or 'non-qualifying boilers' and the cost score an obligated energy supplier ("Supplier") receives from repairing or replacing these categories of boilers is different. As such it is crucial that we have confidence in the assessment and classification of these qualifying boilers by the supply chain. We require a Service Provider to conduct approximately 370 on-site audits across England, Scotland and Wales. GB-London: Buyer Engagement and Enterprise Support - The LLDC is seeking a service provider for a project that will engage with the Park’s operators, tenants, developer partners and contractors and, by matching them with fit-to-supply local firms, will help maximise potential benefits for targeted SMEs, social enterprises and diverse businesses arising from the future development and operation of the Queen Elizabeth Olympic Park. A key element of the work will be the quality assurance of the fit-to-supply firms and the successful service provider will deliver a programme of work that works in partnership with key stakeholders to deliver, shape and co-ordinate activities to source stringently vetted, targeted and appropriately fit-to-supply suppliers in the target boroughs. On the buyer side, the Buyer Engagement and Enterprise Support project service provider will act on behalf of the LLDC, engaging with contractors, tenants, operators and developer partners, particularly those at the Chobham Manor, Here East, East Wick/ Sweetwater developments and Cofely-GDFSuez to support the establishment and management of their supply chains. Community Asset Transfer 2 (CAT2) Applicant and Grant Holder Support - The Big Lottery Fund (the Fund) is seeking to appoint a service provider to provide intensive and bespoke business support for applicants and grant holders under its new Community Asset Transfer programme - CAT2. CAT2 will invest up to £9 million in the transfer of assets to communities across Wales. The programme will provide both capital and revenue funding to support the transfer of assets, such as land and buildings, from individuals, public or private sector organisations to third sector organisations that actively involve and benefit the communities they serve. The service provider will be required to deliver support to 20 applicants and from this the 10 projects that are successful in being awarded grants. Grants are available of up to £1,150,000 for projects that last between two and five years. The service provider will be required to provide the following individual support at each stage: • Up to two days of support for each applicant invited to submit a stage two application • At least two days of support for each grant holder during the set up of grant and commencement of activities We will require the service provider’s support package to include, in all cases, an initial assessment to determine the organisational capacity and the short and long term development support needs. Depending on the needs identified, the service provider will provide subsequent support in some or all of the following areas: • Governance arrangements • Support to understand and navigate the legal processes involved in the negotiations of leases and transfers and the requirements of multiple funders in complex projects. • Business development – supporting applicants to develop and implement up to date and robust business plans. • Support for groups to consider and develop appropriate marketing and fundraising strategies. • Detailed risk assessment and management strategies. • HR support to ensure the provision of robust policies and procedures, performance management strategies for staff and volunteers. Consideration of the responsibilities of employing staff and implications of TUPE transfers if applicable. • Identification of additional and long term support needs and identify potential solutions to address them, including signposting to other services or peer support. Appointment of a Consultant Cheltenham Business Partnership Manager - Cheltenham Business Partnership is a partnership of local business leaders and the Council. It is funded through contributions of its members and run by a Board comprising funding partners. The Council holds its accounts and manages any contractual arrangements. The Council (working with the Partnership) is seeking a Consultant who can undertake duties related to the economic health of the town (particularly the town centre); liaise between businesses and the Council; understand their needs; and keep the parties informed of issues arising from the public sector which are likely to affect businesses and vice versa. The Consultant will be required, as part of this work to undertake some specific duties which are set out in Schedule 1_Project Brief and Instructions to Tenderers. The Partnership is not seeking a consultant to lead on BID-related work; a separate Consultancy contract has been let in that respect. However, the role will involve some liaison with the BID Consultant (Heartflood Ltd.). The period of the Consultancy will be from 27 July 2015 to 27 May 2016. The Consultant will work from the Cheltenham Business Partnership offices in Wolseley Terrace, Cheltenham. The Consultant will be required to work a minimum of 3 days per week, 8 hours per day. Working days will normally be week days; hours will normally be between 8:00 am to 5:00 pm. The Council, Partnership Chair and the Consultant can agree flexible arrangements for days and hours between themselves and occasional weekend and evening work is likely. IT and normal office supplies are provided. All other costs, including travel and personal expenses will be met by the Consultant and included in the fixed price. The Manager will be responsible to the Chair of the Cheltenham Business Partnership for day-to-day direction specific tasks. The Manager’s primary point of contact with the Council will be the Townscape Manager, who will give general direction as well as advice and assistance with contractual and financial matters.
