ESO Cost Monitoring Framework Phase 2 - As part of the RIIO-2 price control, the Electricity System Operator (ESO) will submit updates on their IT portfolio as part of the Cost Monitoring Framework (CMF). By summer 2024, Ofgem has committed to rating the ESOs IT progress against their Business Plan. Support is required from a Supplier to assess the ESOs IT portfolio using the Cost Monitoring Framework created by the ESO regulation team at Ofgem. This assessment will inform Ofgem's assessment of the ESO's performance under the RIIO-2 price control. The output of this assessment is an independent report, consisting of: a) a holistic assessment of the ESO's IT portfolio against modern day best practice, and against each individual investment within this portfolio using the methodology outlined in the Cost Monitoring Framework. b) suggestions on how the ESO can improve the delivery of their IT. c)Further to this report, Ofgem will require the supplier to continue its support on the ongoing aspects of the Cost Monitoring Framework.

District Level Licensing: an expert opinion and an evaluation framework and monitoring strategy aligned and agreed by all providers across England - A 3 month contract (January - March 2024) to rapidly review Natural England's District Level Licensing (DLL) Theory of Change and Evaluation Framework and make recommendations. To collaboratively develop the Evaluation Framework with all DLL providers to agree a joint Framework for all scheme areas with clear indicators of success that can be monitored by all DLL providers. To develop a jointly agreed monitoring strategy that ensures data collection is aligned across all DLL providers to agreed common standards. District Level Licensing for Great Crested Newts (GCN) is a strategic approach for species licensing. The scheme is operated by different providers across England but the underlying principle is developers have the choice to buy into the scheme instead of securing a traditional licence involving on-site assessments and mitigation actions for GCN. The compensation paid by developers is used to create habitat in areas where it will have the greatest benefit to GCN. Since 2019 Natural England has built nearly 3000 ponds for the benefit of this species. Natural England is the largest provider, operating DLL across 19 geographic areas, NatureSpace provides across 10 areas and three local authorities provide for their own authority areas. The overall objective is to have all providers of DLL aligned and collecting data that contributes towards one evaluation framework with a single set of success indicators. The contractor will work remotely with all meetings held virtually.

Long Term Plan for Smethwick - AWARD - Sandwell Council are seeking an experienced full-time consultancy firm to assist in driving forward the long-term Plan for Smethwick. It is envisaged that an appointment will be made in early 2024 to enable the consultancy to work with the council in readiness for the release of Capacity funding in Spring 2024. It is proposed to commence work on this project on the 01 April 2024 up to submission of the Long-Term Plan to Government by the 01 August 2024. The consultancy will project manage the process up to the submission of the long-term Plan for Smethwick to Government. Sandwell will be the accountable body for the funding. To access the £20m of funds, the council will need to produce a long-term investment and regeneration plan for Smethwick with the priorities of the Smethwick residents and businesses at the forefront of this vision over a ten-year period. Engagement and consultation will be key to establishing a list of projects that meet the themes that can be delivered over the timescale of the funding. A Town Board will also need to be created that is chaired by a local businessperson and involves a range of representation from community, business, public sector agencies, faith and cultural agencies as well as council member and local MP representation.
