Operational Review of Parks and Environmental Services - The Council has an ambitious transformation programme and an objective to be self-sufficient by 2020. The driver for this is as a result of on-going reductions in Government grants over the last few years which are going to continue. The council is looking to achieve this by developing a commercial culture and is assessing how it delivers all its services to develop opportunities to increase income streams and reduce costs, whilst not forgetting the needs of the customer. We are looking for a consultancy to work closely with the Parks & Environmental Services Management Team to undertake a full operational review of the services detailed above to identify such opportunities within the service. The operational services that are included in this review are: Waste (Garden Waste, Household, Recycling and Trade); Motor Transport; Parks & Open Spaces and Street Cleansing. For clarity, Bereavement Services, the Nursery and Arboriculture are not included within this review.

Communication Services - Crown Commercial Service as the Contracting Authority has put in place a Framework Agreement for use by UK public sector bodies identified at VI.3 of the Contract Notice (and any future successors to these organisations). The Communication Services Framework consists of appointed agencies capable of providing discrete communication services and products. These could be stand alone projects, regional campaigns or work subcontracted to provide services to support wider campaign delivery. This framework is sub-divided into 11 Lots. QU055 - Provision of Consultancy Services for the Greater Birmingham Housing Market Area Strategic Growth Study - The Birmingham Development Plan (BDP) was adopted on 10 January 2017and will deliver 51,100 additional homes against the City's objectively assessed housing need of 89,000 dwellings. Adoption of the BDP confirms the scale of the City's housing shortfall and the requirement for it to be met by other authorities in the HMA. The scale of the shortfall is significant at 37,900 dwellings.\n \n Through the BDP Birmingham is mandated to work actively with other authorities through the Duty to Co-operate to ensure that appropriate provision is made elsewhere within the Greater Birmingham Housing Market Area (HMA) to meet the shortfall.\n \n It is important that a solution is reached across the Housing Market Area (HMA) which enables the shortfall to be collectively addressed and allows the Local Plans of other authorities to progress. To this end, all the local authorities in the HMA (except for Solihull) have agreed to participate in a Strategic Growth Study which will identify broad locations for accommodating the housing shortfall across the HMA.\n \n It will build upon the PBA Strategic Housing Needs Study (2015) and consider growth options to deal with the baseline housing shortfall. The purpose of the study is to build upon the PBA work and other evidence to identify more specific options and broad locations for addressing the shortfall, which can be delivered by the market.\n \n The scale of the housing shortfall in the Greater Birmingham and Black Country Housing Market Area (GBHMA) has been formally acknowledged through the adopted Birmingham Development Plan and the PBA Strategic Housing Needs Study. City Centre Investment Prospectus - Wolverhampton City Council is inviting qualified organisations to submit formal tender responses to deliver a City Centre Investment Prospectus. The purpose of this tender is to create a Prospectus which lays out the city’s broad development aspirations for the next ten years. The Prospectus must be aspirational but at the same time believable. It should demonstrate to potential investors that the city has a commercially informed and sensibly phased approach towards developing the city centre. The prospectus can be used not only at property fairs and events, but to provide information to anyone expressing an interest in investing in the city centre. It is intended that the prospectus should be designed in such a way that it can be updated annually.
