North Somerset Business Support Programme - North Somerset Council's Economic Development Service provides a range of business support services and is looking to secure ongoing business start-up advice to local residents to build on previous work to increase survival chances for new businesses in the area. The Council has as part of a consortium of unitary authorities and support agencies, secured additional funding to expand current provision in the area through direct provision locally and additional support from a number of partners across the West of England. The support will provide impartial advice to those considering starting up a business and to include newly formed businesses as a way of improving their survival chances over 12 and 36 months. The purpose of this service will be to provide advice and general support to new start businesses, covering all needs for starting up a business and developing beyond initial start-up. This service will provide advice and guidance to those seeking to set up a business or social enterprise. This will be responsive to specific needs of those individuals and groups of people and will include general advice and early support on such matters as business planning, sources of finance, and getting started. Access to additional expertise and resources will be available from a range of partners through the EWoE project to support the delivery of the service. The Contractor will use the resources available to provide support, including assistance to social enterprises, women's enterprises and to provide support for innovation.

Request for Proposal CS-00072- Recruitment of Continuous Improvement Consultant - SHG is embedding a change programme that will enable the Public Service to improve its delivery of the government's developmental objectives. Achievement of the Goals and Strategic Objectives will require sound management and transformation of the public sector to make it a professional, modern, and flexible organisation able to initiate and respond to change. Central to this programme has been the re-structuring of Government functions and directorates. There are currently five directorates reporting to the Chief Secretary who is the head of the Service; Education, Health, Safeguarding, Environment & Natural Resources and Corporate Services. The Police Service reports to the Governor. The Project SHG wants to supplement the current change programme for the St Helena Government (SHG) which is currently operating under the following broad headings: People & Resources Information & Communication Process & Planning Systems & Technology Continuous improvement is central to the changes required in SHG and this consultancy will require the training and mentoring of a group of "change champions" who will eventually lead on the areas of change. This is expected to be a short term consultancy that may be led completely from overseas or be part led from overseas and include a visit to St Helena. The project will commence in May/June 2017. High Level Objectives This is a long term plan for SHG, but in this first phase of the work the required output from the consultancty is the design, implementation and embedding of a programme of continuous improvement in Saint Helena Government, with a view to delivering on the promise contained in the SHG 10 year plan.

EXTERNAL FACILITATION FOR THE DH POLICY SCHOOL 2017-2018 - **Closed as now awarded** The Department of Health (DH) helps people to live better for longer. We lead, shape and fund health and care in England, making sure people have the support, care and treatment they need, with the compassion, respect and dignity they deserve. DH is a ministerial department, supported by 27 agencies and public bodies. The DH policy school is a bespoke, 5 day programme for delegates from DH and affiliated organisations, designed to equip high potential delegates at Executive Officer to grade 6 level with policy and delivery skills, expertise and motivation. Delegates receive a range of sessions (in the form of talks and workshops) from different experts across business, central government and the wider public sector. They then test and apply this learning by developing a policy proposal as a small team, and presenting that proposal to a panel of senior leaders and stakeholders. In order to ensure effective and smooth running, each school requires an external facilitator to act as the 'Programme Director' for the duration. This was demonstrated in the current Policy school Programme, where participant feedback praised the facilitation and the impact that this had on encapsulating and embedding their learning. The Department successfully ran the Policy School during 2015/16, the scheme received universally positive feedback from participants and contributors. The Department is tendering for a facilitator for the next 3-4 schools, to ensure consistent, high quality facilitation and management throughout the schools. This therefore is notification that the Department is running a sub-Ojeu Open Procurement for the services described - for which see Invitation to Tender (ITT) ref number 60307. Interested suppliers need to register on the BMS system if they have not done so already. Details of registration can be found on the attached instructions document and link provided. This Procurement is being run via the BMS system. Bidders are required to refer to the procurement documentation for full details of the requirement. The Contract is expected to be for a period of up to 24 months. The Contract is divided into two lots; lot (a) for London (anticipated 3 Schools), and lot (b) for Leeds (anticipated one School). Bidders may submit bids for either or both locations (a separate response is required for each location being bid for). The Authority would prefer to Contract with one supplier for both lots, but may award separate Contracts to different providers for each lot. Each of the two lots will be evaluated individually. See attached Procurement documents. DH reserves the right to not proceed to Contract for this requirement.

CBC-0679-T-LS Innovation Bridge - Telemarketing Campaign - AWARD - Central Bedfordshire Council has secured European Regional Development Funding (ERDF) to launch a project called Innovation Bridge in 2016. The project is receiving up to £1.98m of funding from the England European Regional Development Fund as part of the European Structural and Investment Funds Growth Programme 2014-2020.
