Digital Records Solution - This programme will provide a single, council-wide, digital solution enabling us to store, access and retrieve the records we value safely and securely. What this means is knowing where our data is and how to access it on demand, improving our efficiency and the experience for the council, citizens, and communities. We will achieve this through digitising existing records and aligning existing digital data to a common standard across all council departments, enabling automatic retention and processing of records. By adopting a sustainable digital infrastructure, we will build the foundation for future improvements. This Tender is for the Scanning and digitisation of the Physical records, creation of a digital database, retrieval software and destruction of most of the records once scanned. Some physical records are required post scanning, e.g. Registrars records. Given the large volume of activity at the beginning of the contract, co-ordinating the transfer of the physical records from the incumbent supplier, the digitisation of those records (estimated 40million pages) and set up of the Digital Records Solution - it is anticipated the vast majority of expenditure (86%) of the estimated contract costs for the scheduled 8-year contract term will be incurred within the first 12-18 months of the contract. The contract duration is a maximum 8-year term, with provision for early termination from the end of the second year, where it is anticipated the digitisation process of existing physical records would have been completed. Managed Print, Mailroom and Offsite Bulk and Marketing Print Services - The University of Sunderland and its subsidiaries are looking to procure Managed Print, Mailroom and Offsite Bulk and Marketing Print Services, from August 2023 to July 2028 (with an option to extend for a further 1 year). A 5-month mobilisation plan is expected to commence March 2023. The overall current service has handled work historically to an approximate value of £500,000 per annum. For the purpose of this tender award and any subsequent services which may be connected with the original award, we reserve the right to spend a further 50% of the anticipated spend subject to changes in University requirements or changes to legislation (there is no guarantee of spend). By expressing your interest in the tender through InTend, you will be given access to all the tender documents which outline the requirements and relevant dates, essential information, and what is required. The Authority can award all Lots to a single Tenderer. However, separate contracts for each or any combination of the Lots will be awarded to separate Tenderers if it is more economically advantageous to do so. The Council requires an integrated solution covering both Inbound and Outbound Mail services to be delivered as part of a single contract. Each Lloyd George envelope has a broad range of detailed personal information stored inside and maintaining the security accuracy, availability and integrity of these legacy records is vital. The handling of these records needs particular care; the paper records can be up to 70 years old and some records are fragile and in a poor state, coupled with the fact the information they hold is vital and paramount for safe medical practice. The lack of continuity and resilience within the paper record poses a risk to the ongoing, continuity of person-centred care.. There is a legal requirement to keep the full patients record for a minimum of 10 years after the death of a patient. There are four primary reasons for digitisation of Lloyd George records: • safer care for patients • release of space within practices to provide additional consultation areas • access to the full patient record at the point of care • GP Contract commitments to digitise all Lloyd George patient records by March 2022. This procurement followed a competitive tender using the NHS England and NHS Improvement Dynamic Purchasing System (DPS) (OJEU Reference 2020/S 152-373617) which was established by the NHS England and NHS Improvement National Commercial and Procurement Hub as a route to awarding contracts for Lloyd George Record Digitisation Services.
