Operations and Maintenance of Mine Water Treatment Schemes and Legacy Assets - he Coal Authority (CA) is a non-departmental public body and partner organisation of the Department for Energy Security and Net Zero (DESNZ) with a mission to make a better future for people and the environment in mining areas. The Coal Authority manages the effects of past coal mining, including subsidence damage claims which are not the responsibility of licensed coal mine operators. It deals with mine water pollution from both coal and metal mines and other mining legacy issues. The Coal Authority owns, on behalf of the country, the majority of the coal in Britain, and licenses coal mining. We use our skills to provide services to other government departments and agencies, local governments and commercial partners. We contribute to the delivery of the UK Government's Industrial Strategy and the environmental, social and economic priorities of the UK, Scottish and Welsh Governments. By sharing our knowledge and expertise we support them, and our partners, to create cleaner, greener nations for us all. We currently have the capacity to treat 220 billion litres of mine water every year. Treating mine water has directly protected and improved over 350km of rivers, protects several important regional aquifers, enhances biodiversity and provides local amenity land. By treating the mine water we have prevented nearly 4,000 tonnes per year of iron solids and other pollutants entering watercourses or aquifers. Last year 89% of the iron solid waste was recycled or reused. We are responsible for protecting the environment by addressing and mitigating the environmental impacts of coal mining, our Business Plan for 2022 to 2025 provides an overview of the Coal Authority and explains our main priorities for the period, along with the organisation's 10 year vision. Our work involves monitoring and remediating contaminated land and water resulting from historical mining activities. The Coal Authority manage over 80 mine water treatment schemes across Britain, handling and treating over 112 billion litres of water every year. We invite you to tender for the delivery of our Operations and Maintenance Services Contract. Provision of Environmental Monitoring and Technical and Professional Service 4 x Closed Landfill Sites Situated within the Geographical Region of West Northamptonshire Council - West Northamptonshire Council is seeking quotations for a service to provide professional and technical support on both define projects and routine operations via environmental monitoring to 4 closed landfill sites within the geographical region of West Northamptonshire. West Northamptonshire Council (WNC) has a statutory duty to manage 4 of these closed landfill sites. Not all the sites are owned by WNC, however under the legislation the statutory duties and liabilities sit with WNC. These former landfill sites were constructed using "dilute and disperse" principles with very little information regarding how the sites were engineered or what type of wastes were deposited. The approach taken to managing these sites is predominantly planned and prudent (avoiding unnecessary costs) however there is expected that an element of additional technical support required due to review of the routine environmental monitoring data/site conditions potential for on-site systems having operational issues/failure. The Council accepts that these sites present risks and although the risks are mitigated, they will always remain. Work is undertaken to investigate and understand the risks posed has helped the Council understand which sites present the most significant risks. The Council is therefore looking for a Service Provider to provide professional and technical support to both defined projects and routine operations via environmental monitoring to the closed landfill sites. There are currently 4 closed landfill sites for which West Northants Council (WNC) has liabilities: • Gayton Landfill (and associated Leachate Treatment Plant) • Dodmoor Farm Closed Landfill • Farthinghoe Closed Landfill • Woodford Halse Closed Landfill These sited do not have any engineered containment, nor do they have gas extractions and only Gayton Closed Landfill site has a leachate/management extraction system and on-site treatment plant (operated by others). The are 2 main work streams that WNC will require technical support are; 1. Environmental Monitoring and reporting - 4 sites 2. Technical Support - at any or all of the 4 sites required on an adhoc request for quote basis The work streams interrelate but not duplicate.
