SUPPLY OF NEW ROLLING STOCK, SUPPORTING INFRASTRUCTURE AND MAINTENANCE SUPPORT SERVICES - The objective of this procurement is for Northern Trains Limited (NTL) to enter into one or more framework agreements with one or more suppliers for the manufacture and supply of new rolling stock (with associated equipment and including where necessary supporting infrastructure) and associated technical support and spares supply services across multiple phases and lots. This will enable NTL to replace significant quantities of its ageing fleet, enabling the avoidance of escalating costs associated with the operation, maintenance, repair, and leasing of an ageing fleet and delivering medium- and long-term value for the benefit of NTL, DfT, taxpayers and its customers. The contracts for the lots in the first phase are expected to be entered into simultaneously with entering into the framework agreement(s). NTL will separately procure an owning party to purchase each fleet of rolling stock and then lease the same to NTL. The owning party will also be party to each manufacture and supply agreement with each applicable supplier. There may be different owning parties for each lot and phase.

Concessions Contract - Custodianship for the Operation, Maintenance & Overhaul of Flying Scotsman - The Science Museum Group (SMG) wishes to establish a Concessions Contract for the provision of custodianship for the operation, maintenance and overhaul of Flying Scotsman (60103). Steam locomotive 60103, Flying Scotsman, is renowned for being the world's most famous locomotive and is one of the many icons of the national collection of rail vehicles. Since 2016 it has undertaken a number of mainline runs and visits to heritage railways as part of a custodianship arrangement. Ahead of the centenary celebrations in 2023, and as part of the custodial arrangements, it underwent an overhaul to ensure that it remained mainline operational. The current agreement expired at the end of 2023 and SMG are now seeking to enter into a new arrangement that will take us to January 2032.

South Yorkshire Mayoral Combined Authority – Supertram, Life Extension of 25 Trams - This Prior Information Notice (PIN) is to advise prospective suppliers of the upcoming market engagement for the refurbishment of 25 trams owned by the South Yorkshire Mayoral Combined Authority (SYMCA) and to invite them to participate in a pre-tender market consultation exercise. The aim of the exercise is to provide early information and gain feedback to help inform the proposed procurement and contracting strategy. The South Yorkshire Mayoral Combined Authority (SYMCA) is a formal partnership of councils that shapes policy and leads on decision-making. Formed in 2014, the constituent members of the Mayoral Combined Authority are Sheffield, Rotherham, Barnsley, and Doncaster councils. SYMCA own the South Yorkshire Supertram System, which commenced operation in 1994. YMCA is now embarking on wide ranging renewal programme of Supertram that will see significant investment and improvement across all aspects of the system over the coming years. a. South Yorkshire Combined Mayoral Authority owns a fleet of 25 Siemens trams which were manufactured in 1996. The trams are 37m in length and comprise 3 cars fastened together with 4 bogies. b. These vehicles have suffered varying degrees of corrosion to the underframe structure and require repair. The process is likely to involve removal of most of the vehicle interiors and underframe equipment, including removal of the wooden floors. c. A small number of electrical and mechanical improvements and repairs are intended to be included, taking advantage of the stripped-down nature of the vehicle.

Non Rail Plant Framework - Network Rail intends to award a non rail plant framework for its routes contained within Eastern region. In brief, the framework is expected to cover the hire of machine drivers, machine controllers, operatives, work site fitters, tree chippers, backhoe loaders, tipper trucks, van/pick-up trucks, mini diggers, dumpers, dozers, rollers, flatbed trailers and skid steer loaders. Due to a lack of historical rates available, a PIN has been issued to establish current market offerings and what Eastern should expect of the supply chain. Network Rail intends to issue a call for competition within the first four months of 2024. It is envisaged the framework will be implemented for a minimum of five years with an option to extend the framework for a further year, if required.
