The survey must provide statistically reliable results for each of the ten Constituencies and the Priority Neighbourhoods. QCCC - Provision of Contact Centre Consultancy - Birmingham City Council (The Council) has recently brought its Contact Centre in-house and now seeks to review the delivery of customer service processes and procedures in its remaining satellite contact centres to ensure that it delivers a complete service that is easy to use, easily accessible and delivers excellent customer services to its citizens. The aim is to transform existing services through the implementation of improved processes and enabling technologies and transition all services into a single Contact Centre over a period of time. To assist the Council to review its existing Contact Centre services it is seeking the support of an experienced partner who can provide and deliver specialist advice and detailed practical experience of integrating existing contact centres into a single structure to ensure it is fit for purpose, delivers value for money and offers a quality service to the citizens of Birmingham. This contract will be for a period 3 months commencing 9th November 2015 until 31st January 2016. There is a potential for this contract to be extended to a second phase of work that would support the negotiation and implementation of the required changes. Economic Advisory Panel HS2 Ltd - The Economic Advisory Panel was previously established in 2012 to assist HS2 Ltd in scoping and designing a programme of work to deliver robust and credible analysis on the potential impact of HS2 on the economy, particularly at a sub-national or regional level. The methodology used to assess the economic case for HS2 focuses on appraisal at the national level, in line with WebTAG guidance, and is therefore limited in terms of detailed analysis of sub-national economic impacts of the scheme. In addition, economic impacts, such as employment and regeneration effects, may extend beyond the benefits quantified within the economic case. To address this issue HS2 Ltd have been developing new analysis to identify and estimate the expected sub-national economic impacts of HS2. At present there is no widely accepted methodology to fully capture the sub-national economic impacts of high speed rail projects. Given the lack of a widely accepted methodology, and the importance of producing robust and credible analysis, in 2012 we engaged a small group of experts to help shape our methodological approach and develop an analytical work plan. This contract expired during 2014. We would like to award a similar contract and reconvene the panel, since the group’s work is still of key importance to this programme.

Norwich River Heat - Procurement of a technological / ecological study on the use of a water source heat pump on the River Wensum - Norwich City Council are looking to select a supplier to carry out a feasibility study to establish the magnitude and quality of heat available from the River Wensum in Norwich, and identify any constraints on its utilisation. The work builds upon a body of work already in place exploring development of a heat network conceived as being fed by a single large heat provider. Norwich started investigating development of a heat network in earnest in 2009; this work initially grew from a proposal for the construction of a biomass power station in the east of the city centre. In partnership with the prospective power station developer and the Carbon Trust, a consultant (Camco) was commissioned in 2010 to undertake a piece of work with these objectives: • Creation of a heat map based upon benchmark and real data • Identification of ‘areas of opportunity’ for a heat network • Establishment of a detailed business case for the power station / heat network proposed
