Provision of final evaluations for European funded business support programmes - Sustainable economic growth and business growth is a key priority for Worcestershire County Council, the district councils and the Worcestershire Local Enterprise Partnership. Set out in the corporate plan, the Open for Business strategy focuses on 'rebalancing' Worcestershire's local economy through a series of measures aimed at encouraging and supporting private sector investment, business and employment growth. The Council, in conjunction with partners, delivers a number of 'Open for Business' projects funded from the European Regional Development Fund (ERDF) to support businesses to start-up, grow and invest in Worcestershire. The current projects end in 2019 and a review and evaluation of the Council's projects is required to understand the benefit and impact of the projects and to inform future service development and provision to develop future funding applications. The Council are looking for an organisation to undertake final evaluations of European funded projects. The overall aim of the evaluation is to assess the effectiveness, performance and impact of the projects.

North Somerset Business Support Programme - North Somerset Council's Economic Development Service provides a range of business support services and is looking to secure ongoing business start-up advice to local residents to build on previous work to increase survival chances for new businesses in the area. The Council has as part of a consortium of unitary authorities and support agencies, secured additional funding to expand current provision in the area through direct provision locally and additional support from a number of partners across the West of England. The support will provide impartial advice to those considering starting up a business and to include newly formed businesses as a way of improving their survival chances over 12 and 36 months. The purpose of this service will be to provide advice and general support to new start businesses, covering all needs for starting up a business and developing beyond initial start-up. This service will provide advice and guidance to those seeking to set up a business or social enterprise. This will be responsive to specific needs of those individuals and groups of people and will include general advice and early support on such matters as business planning, sources of finance, and getting started. Access to additional expertise and resources will be available from a range of partners through the EWoE project to support the delivery of the service. The Contractor will use the resources available to provide support, including assistance to social enterprises, women's enterprises and to provide support for innovation.

Provision of the Green Deal Oversight and Registration Body - BEIS is looking for a contractor to administer the Green Deal (GD) Oversight and Registration Body (GD ORB) from 1 July 2017. The GD was launched in January 2013 as a framework under which consumers could take out 'pay as you save' loans for energy efficiency and microgeneration measures installed on their property. The GD ORB acts as the Secretary of State' delivery arm to administer the functions of the GD. It acts as the lynchpin between the electricity suppliers collection of GD payments, the operation of the GD on the ground and the display of GD information to consumers via an Energy Performance Certificate.

Care Quality Commission - Tender for the Provision of e-services for Disclosure and Barring Service (DBS) checks - CQC is seeking to appoint an external contractor for the provision of a full e-service for Disclosure & Barring Service (DBS) checks. Specifically, the full e-service being sought by CQC must include the provision of: (i) an e-bulk platform to facilitate the administration of DBS checks electronically; (ii) ID checking services specifically designed for staff; (iii) advice to CQC on DBS policies and procedures, as laid down by the Disclosure and Barring Service; and (iv) Management information reporting to enable CQC to manage, verify and track all applications within the checking process including initial confirmation, in order to establish if a check is clear or contains information. CQC are required to undertake various pre-employment checks for all new starters in line with the HMG Baseline Personnel Security Standards, and for eligible roles a criminal record check via the DBS (Disclosure & Barring Service - formerly CRB) is also required. DBS checks form a vital part of CQC's employment processes enabling us to continually assess if an employee is suitable for a particular role and to carry out our obligation to protect children and adults in a vulnerable care settings while we are inspecting services. The contractor shall be registered with the Disclosure and Barring Service (DBS) to administer disclosure applications on behalf of non-registered organisations using the DBS e-bulk service interface. The contractor shall deliver the contract requirements securely and in compliance with Disclosure and Barring Service procedures. The contract that CQC intends to award will cover a period of 3 years, with the opportunity for this to be extended by up to a further 1 year (subject to agreement by both parties). Enterprise Mentoring (International Trade) - Business West are seeking a service provider to deliver on-demand Enterprise Mentoring to support exclusively eligible SME’s in the South West of England who have been selected by Business West, they having successfully applied for support within the Export for Growth project. As part of a new international trade support project known as Export for Growth, Business West are seeking a service provider to deliver Enterprise Mentoring to support some selected eligible SME’s in the South West of England including Gloucestershire, Swindon & Wiltshire, West of England (Bristol, Bath, North Somerset), Dorset, Somerset, Devon, Cornwall and Isles of Scilly. The Enterprise Mentoring service forms part of a wider range of support products which Business West in collaboration with the Department of International Trade has designed to help SME’s new to international trade or helping novice exporters to become more effective and successful in exporting. We are seeking an on-demand Enterprise Mentoring service which will be focused exclusively on SME’s who have been selected by Business West, they having successfully applied for support within the Export for Growth project. The service will be based on the following. • A minimum of 12 hours mentoring delivered to each selected SME • Support to be available to a minimum of 100 SME’s across the South West area throughout the duration of the 2 year contract • Enterprise mentoring to be available to a range of SME’s in terms of size, sector, location and where they are on their growth path • Enterprise mentoring for each individual SME selected to be completed within 12 months of commencement of the service to them • Commencement of service to individual SME’s to begin no later than six weeks from a formal request from Business West to deliver the service to the beneficiary SME Preferably using SFEDI accredited, or equivalent professional standards of mentoring, the Enterprise Mentoring service we seek is person-focused, one-to-one support, using experienced mentors to support less experienced mentee’s. The mentor will act as a sounding board for ideas, initiatives, and international business development, encouraging mentee’s to reflect on their own skills, knowledge, experience and capabilities to grow their business internationally. A key aim is to create an environment of trust and encouragement for personal growth where the mentee is able to develop their own resourcefulness to solve problems and build a sound platform from which their business can grow in international markets. Before commencement of any mentoring support the beneficiary SME will have undergone an assessment from one of our international trade advisers, who will have recommended mentoring to be one of several business support products available from within the Export for Growth programme. The service will provide: • Impartial expert advice to beneficiary companies and to internal international trade team members on aspects of funding, financing and sources of investment available to fund growth plans to boost export for South West based SMEs • Signpost and/or facilitate access to funding and investment to assist beneficiary companies to be able to financially resource overseas market development and growth plans • Assist beneficiary companies with advice on preparation of proposals/applications to help secure appropriate funding and investment for export growth plans. • Each beneficiary company to receive a minimum of 12 hours assistance with funding and investment advice and support • Support a minimum of 100 SME’s across the South West area within the 2 year contract • 12 hour support to each individual selected SME to be completed within a reasonable timescale, agreed between Business West and the SME (Typically within 6 weeks of support being formally requested by Business West) The funding and investment advice and support will mainly be on a one-to-one, face to face basis to business owners/leaders.
