Immediate Justice - Immediate Justice Following a pilot for Immediate Justice in ten trailblazer areas across England and Wales the UK Government have decided to roll it out across all other force areas of England and Wales. Immediate Justice will ensure that perpetrators of anti-social behaviour and relevant crimes are held accountable for their behaviour, whilst providing victims and communities with a voice in how they would like offenders to make amends. Utilising existing Criminal Justice frameworks, Immediate Justice is applicable as an Out of Court Resolution (OoCR) i.e. Community Resolution or Conditional Caution, identified through the Community Remedy document. Offenders will be required to undertake unpaid community work with an ambition for them to start that work as soon as 48 hours after referral to the Immediate Justice Reparation Service provider, so victims know anti-social behaviour is treated seriously and with urgency. Surrey Police will employ two Immediate Justice Administrative Officers, who will manage cases following referral from Police Officers or Police Community Support Officers (PCSOs). They will make referrals to the relevant service provider who will then facilitate reparative activities with offenders. PQ0496 - Justice Health Needs Assessment - The Council's Public Health Division requires a supplier for the development of a comprehensive Justice Health Needs Assessment (JHNA) in Birmingham. The supplier will be required to review and synthesize relevant local data, and intelligence, gather insight from people with lived experience of offending and frontline services, conduct a review of evidence on best practices/effective interventions as well as develop robust recommendations within the relevant strategic context based on the findings from the project. The supplier will be required to produce separate reports on completion of each component of the project and produce an overarching needs assessment report consolidating findings and recommendations, along with a summary easy read version and a slide deck. This project will be guided by the framework for public involvement in research established by the National Institute for Health Research (NIHR) . The justice health needs assessment will focus on prevention (i.e., primary, secondary and tertiary), linking offending and risk of offending behaviours to health and wellbeing. It should also focus on health and wellbeing needs and ways to prevent these from developing or being exacerbated. This will acknowledge factors across the life-course. The needs assessment will include: o A profile of populations at risk of offending behaviours in Birmingham. This profile will include demographic and social information of the populations of interest including different cohorts within the overall group in scope of this project. o A description of the health and wellbeing needs of those at risk of offending behaviours and the extent to which these are currently met. This will include a detailed description of health and wellbeing status and need, with appropriate comparisons, using intelligence derived from the literature, analysis of available data, a description of local services alongside original data gathering and analysis. o A critical review of the evidence base for cost and clinically effective approaches, services, pathways and interventions that could address identified needs in Birmingham. This contract will be for a period of up to 8 months commencing on or around 8 April 2024 (depending on the evaluation end date). The final eighth month of the project will be dedicated to the project closure activity (following a sign off of all project outputs). Appropriate Adults Service - Hull City Council (The Authority) has awarded a contract to supply an Appropriate Adult Service which will ensure that young people detained in police custody, will have the support to effectively understand their detention, rights and the information being communicated from the police. The Service Provider will conduct their services with due regard to the welfare of all clients and consideration of any risk factors. They will comply with equal opportunities considerations including matters concerning race, gender, sexuality and language. They will ensure that every client fully understands procedures at police stations and ensure that arrangements for interpreters or others to help that person understand the procedures are present where necessary. The tender was done as an open procedure consisting of a one stage process. The contract shall commence 1 April 2024 ending by 31 March 2027 with an option to extend for a period of up to 2 years. The Authority has estimated the value of the Services to be £30,000 per annum, totalling to £90,000 for the duration of the initial contract and increasing up to £150,000 if the full extension is taken.
