Secure Data Environment (SDE): Public Involvement Survey - The Sub-National Secure Data Environment is a national programme managed by NHS England involving eleven regions across England. The initiative is a wide-ranging socio-technical and innovation programme aimed at improving access to, and the use of health data in research and development (R&D.) The North East and North Cumbria (NENC) region was confirmed as one of the 'Sub-national Secure Data Environment' (SNSDE) regions in December 2022, with the initial programme running until 31st March 2025. The SDE Programme requires a survey of public attitudes and perception on key aspects of the Secure Data Environment (SDE). This requires the supplier to plan and carry out a survey with an appropriate sample of individuals across NENC with representation from all demographics. The survey will provide clear evidence of public attitudes towards matters associated with SDE at this stage of the programme, allowing the programme team to evaluate any change in the public's perception over time as the programme develops and progresses. The survey will be completed as an on-street piece of research, resulting in the preparation of a report across the demographic groups and provision of a baseline of data. The report will include both quantitative and qualitative issues.

It also breaks grant dependency which stifles growth especially in the social economy sector. The Provider will be required to create a comprehensive business support initiative aiming to improve essential tools, resources and guidance to help women-led and Black Asian and Minority Ethnic businesses thrive in today's competitive landscape and access the innovation ecosystem by enabling access to an existing health/care consortium who already hold contracts with the NHS/BCC. It is expected that the business support will cover the following specific objectives: - Supporting new businesses in joining an existing health/care consortium. - Tailored support delivered to a group of social entrepreneurs (including peer-to-peer mentoring, training and addressing barriers specific to the sector) resulting in 5 businesses joining the consortium and accessing real market opportunities. The provider of this contract needs to meet the following Specific Requirements: - represent a consortium of social enterprises who currently deliver contracts for the NHS, adult social care or similar contracts for the public sector; - be willing to expand their operations and accept new members and provide a bespoke support that would allow the new members to access new contracts. - design and deliver a bespoke business support focusing on the readiness to enter an existing consortium and participate in the delivery of an existing NHS; - be able to analyse the process and draw learning from it that could then be shared with the wider sector; - be open to collaborating within the WM Inclusive Innovation Network and share the learning from the process. This is being funded by the Innovate UK DIATOMIC Project and all publicity materials and reporting will be required to reference the funder and use the appropriate WMCA, UKRI and Innovate UK's logos. Innovate UK Business Connect - Challenge Fund media analysis and reporting - Innovate UK Business Connect manage the communications for the UKRI Challenge Fund. Our objective is to measure performance of our media/social media engagement, in terms of volume/reach, tone and impact, and the impact of that, solely related to the Industrial Strategy Challenge Fund themes. We do not want this to be focused on owned channels (including gov.uk), but on bona fide media (print, broadcast, online) and on third party digital and social media posting/amplification. The Challenges are part of government's long-term plan to raise productivity and earning power in the UK. They are at varying stages of maturity with some already completed and the final 11 finishing by March 2025. The 11 Challenge Funds are: • Accelerating Detection of Disease • Commercialising Quantum Technologies • Digital Security by Design • Driving the Electric Revolution • Faraday Battery Challenge • Future Flight • Industrial Decarbonisation • Made Smarter Innovation • Smart Sustainable Plastic Packaging • Transforming Foundation Industries • Low Cost Nuclear We require: • a single monthly report (April 24-March 25, 12 in total), that tracks and analyses:  Media profile in terms of reach, sentiment, and quality  Penetration of key messages - which messages have most and least traction with the media  Effectiveness of proactive communication and communication tools (press releases, op- eds, thought leadership etc.)
 Key stories and events  Spokespeople quoted in the coverage
 Journalists and media targeting The reports should include: • an executive summary
 • charts and commentary • media highlights It is important that the analysis is intelligent. For example, we: - do not want analysis based on (claims of) multiple editions; or - don't want analysis based on 'false positives' (if you use a simple word search method of tracking coverage, for example). - do want analysis to intelligently distinguish between owned, paid for and genuinely persuaded channels. Assumption: up to 300 items are analysed for each report, from UK and international media. Assumption: key words, themes, and messages are provided by Innovate UK Business Connect In response to this tender request, please provide a single, maximum 7-page word or PDF document that outlines: • Your experience and evidence of your ability to meet the requirement • Your proposed methodology • The deliverables achievable within the stated budget • An example of how the report will look • Your quality assurance processes Evaluation Criteria Responses will be judged on the evidence provided against each of requirements, effectiveness, and best value for money. Good Growth Business Activity - Background In 2023 Growth Platform collaborated with Firestarters to deliver a programme of events called 'Growth for Good'. The events were hosted in the city region's six boroughs and focused on six core subjects including Diversity and Inclusion, Net Zero Carbon and Fundraising & Investment. Through these events, valuable insights were gathered, revealing the business community's strong desire to understand how their organisations can have a more positive and meaningful impact and become a 'good growth business'. Requirement To begin to support business in their aim to become 'good growth businesses' and to build on the success of the Growth for Good events, we now wish to establish a shared language and common understanding of good business growth. This will be achieved through clear guidelines and the adoption of widely understood and utilised terminology complemented by an accompanying awareness campaign. These initiatives are designed to capture the attention of key stakeholders and encourage their active participation in a city region wide movement towards improved, more ethical business practices. The guidelines themselves will serve as a significant milestone, highlighting the innovative approach of the Liverpool City Region to purpose-driven business and its ambition to be a leader in this space nationally. Through this work our aim is to enhance the reputation of the LCR as a hub for purpose driven business, provide meaningful support to businesses in all stages in their life cycle, challenge conventional practices to foster innovative thinking around what 'Good Growth' means to the LCR and offer businesses an opportunity to embrace a more comprehensive approach that encompasses a more holistic approach, including social and environmental impact. To assist us with this activity we require a supplier to deliver the following; 1) Research and creation of a common language to support 'Good Growth Business' 2) Develop and produce 'Good Growth Business' Guidelines 3) Stakeholder engagement activities - with stakeholders from each of the 6 LCR boroughs 4) A supporting 'Good Growth Business' marketing campaign We expect items 1-3 to be delivered by the end of March 2024 with the marketing campaign running through April & May. All activity should be completed by 31st May 2024.
