Evaluation of the Fostering Better Outcomes Social Impact Bond - The Council wants to engage an experienced and independent research organisation to evaluate the 'Fostering Better Outcomes' programme. The evaluator's independence is critical to the project, therefore the evaluator should not have provided advice to Core Assets, Bridges Fund Management or Cheshire West and Chester Council directly relating to the establishment or delivery of Cheshire West and Chester Council's Fostering Better Outcomes service. The evaluator is required to determine the project's success at: • De-escalating children and young people into stable foster care placements from residential, or the edge of residential care. • Improving children and young people's educational attainment, physical and emotional health and wellbeing. • Achieving the Council's value for money objectives, of £350,000 per annum net savings. The evaluator will be expected to design the evaluation, conduct the evaluation and report on the findings.
